Background
AGRA is an African-led alliance focused on putting smallholder farmers at the center of the continent’s growing economy by transforming agriculture from a solitary struggle to survive into farming as a business that thrives. Founded in 2006, at a time when agricultural development was emerging from a 20-year decline characterized by minimal growth and investment in the sector, AGRA’s mission is to catalyze and sustain an agricultural transformation in Africa through innovation-driven productivity increases and access to markets and finance that improve the livelihoods of smallholder farmers.

Empower and build the resilience of smallholder farmers;
Support the development of inclusive markets and finance to strengthen agricultural systems;
Strengthen state capability to sustain agricultural transformation.
About the Centre for African Leaders in Agriculture (CALA)
Scope of Work
The Rapporteur will:
Attend and document all plenary and breakout sessions during the two-day event.
Capture key highlights, including speeches, panel discussions, delegate testimonials, and partner remarks.
Synthesize emerging themes, outcomes, and recommendations relevant to CALA’s leadership and institutional capacity objectives.
Develop a concise, high-level narrative that reflects the event’s significance, tone, and messages.
Coordinate with AGRA’s Communications and CALA teams to ensure accuracy, coherence, and alignment with CALA’s reporting standards.
Location and nature of the assignment
The assignment will be implemented in Ghana.
Duration
The Assignment covers the period 2–31 December 2025.
Responsibilities
The rapporteur will be responsible for the following:
i. Draft Event Report (5–7 pages) summarizing:
a) Opening and closing highlights
b) Key messages and quotes from dignitaries
c) Emerging insights and recommendations
d) Reflections on the launch of the Francophone Chapter
e) Participant perspectives and success stories
f) Summary of next steps or commitments
ii. Final High-Level Report (refined and copy-edited), incorporating AGRA’s and AMI’s feedback
Reporting, Communication and Coordination
The contract supervisor shall be Lilian Githinji-Kolobo - AGRA
• Reports shall be delivered to the contract supervisor upon completion of all deliverables.
Qualifications and Experience
The individual consultant should possess the following qualifications, expertise, and experience to successfully deliver the assignment:
• A bachelor’s degree in Communications, Development Studies, Public Policy, Agriculture, or a related field.
• Excellent command of English (French competency is an added advantage).
• Strong writing, synthesis, and analytical skills with the ability to produce clear, high-quality narratives.
• At least 3-years’ experience in reporting, documentation, or producing high-level summaries for conferences or development-sector events.
• Demonstrated experience working with international development organizations, government institutions, or agriculture/food systems programs.
• Proven ability to capture and distill discussions from multistakeholder high-level engagements.

• Demonstrate familiarity with Ghana and the global environment with regards to gender and climate-related issues.
iii. Evaluation Criteria
a) Mandatory Requirements
i) Cover letter expressing interest and understanding of the assignment.
ii) Detailed Curriculum Vitae including at least three referees.
iii) Copy of academic certificate(s).
b) Technical Evaluation Criteria Summary
Interested individuals shall be evaluated against the following technical evaluation criteria:
i. General Qualifications (20%)
i) General educational background of the consultant, including relevant degrees or certifications.
ii) Specialized training that enhances the consultant’s ability to perform the assignment.
iii) General experience and overall professional experience of the consultant, including years in the field and broad expertise.
ii. Recent Experience in Similar Assignments (50%)
i) The consultant’s experience aligns with the solicitation requirements, including similar projects in terms of scope, complexity, and objectives.
ii) Depth and relevance of references, emphasizing that strong ones should detail the scope and scale of past assignments like the current project.
iii. Understanding of the Assignment (20%)
i) Consultant’s understanding of the assignment.
ii) Practicality, detail, and timeline of the proposed work plan.
iv. Relevant Experience in the Region (10%)
i) The consultant’s ability to communicate effectively in local language(s) for interacting with stakeholders.
ii) The consultant’s familiarity with local culture, governance, and administrative structures.
NB: Only the candidate with the best technical proposal equal to or above 75% shall be considered for financial negotiations.
