In 2024, AGRA reviewed and updated its safeguarding policy to align with the global safeguarding standards and donor requirements. The updated safeguarding policy confirms AGRA’s commitment to safeguarding children, youth and vulnerable people in all its business workstreams and areas of intervention.
To further strengthen its safeguarding procedures, AGRA seeks to contract a consultant to enhance the capacity of safeguarding staff in handling safeguarding cases and conducting administrative investigations into safeguarding and sexual exploitation and abuse cases.
Objectives
The objective of this consultancy is to
- To enhance the capacity of staff involved in safeguarding cases, handling investigations in line with global standards on administrative investigations on safeguarding and Sexual Exploitation And Abuse cases.
- To develop investigations and case management guidelines in line with AGRA’s safeguarding response strategy as outlined in the safeguarding policy.
- To develop relevant reporting tools and templates for safeguarding investigations in line with investigations global standards and best practices.
Scope of Work / Roles and Responsibilities
Guided by the AGRA safeguarding policy, the consultant is expected to undertake the following tasks:
- Develop a capacity building plan outlining pre-training activities, training agenda and post training activities.
- Develop a training module.
- Train AGRA staff involved in safeguarding case management on case handling and investigations (maximum of 15 staff).
- Develop case handling and investigations guidelines specific to AGRA’s safeguarding policy.
Qualifications and Experience
Expertise in Safeguarding – The individual consultant should possess indepth knowledge in safeguarding, particularly in case handling and investigations, and have a clear understanding of gender equality and social inclusion within the agriculture sector. Proven track record of carrying out similar assignments.
- Master’s degree in Gender, Social studies, Development or humanities.
- Globally certified safeguarding/Sexual Exploitation And Abuse investigator
- Demonstrated ten (10) years of experience in conducting capacity building on safeguarding, gender and social inclusion in agriculture and related institutions and programmes
- Experience in developing safeguarding training manuals, including conducting administrative investigations into safeguarding and Sexual Exploitation And Abuse incidents
- Proven expertise in participatory skills training facilitation, inclusive capacity building and learning methodologies
- Demonstrated knowledge and skills related to intersectional gender and power analysis and to the design, piloting, implementation and evaluation of innovative technical tools for gender equality and social inclusion in safeguarding
- Strong understanding of safeguarding principles, gender equality principles and practices, safeguarding/protection laws, and policy priorities impacting children, youth and young women in the agriculture sector
- Strong understanding of social and cultural norms that affect children, youth and young women’s participation in agriculture
- Excellent analytical and report-writing skills
- Strong written and communication skills in English. French will be an
added advantage.
