The Role

The Samoa Police Academy is committed to delivering high-quality training programs that meet international policing standards and align with Samoa Police Service strategic objectives. To achieve this, the Academy requires a robust Quality Management System (QMS) that ensures consistency, accountability, and continuous improvement in training delivery, assessment, and certification processes.

Roles and Responsibilities

The Technical Advisor will undertake the following tasks.

1. Assessment and Review

  • Conduct a comprehensive review of the current Samoa Police Training Academy’s QMS, and related policies, and procedures.
  • Identify gaps from the review and formulate new policies/processes and ensure that all are following international policing standards and Samoa Police Service requirements

2. Design and Refinement

  • Develop or refine QMS components as per SQA requirements in the programme accreditation report.
  • Ensure integration of GEDSI and Climate-Change resilience principles.

3. Capacity Building

  • Provide training and mentoring to Academy staff on QMS implementation and continuous improvement practices.
  • Assess staff competencies to close skill gaps for ongoing success and sustainable performance or develop a training strategy to build workforce capabilities for quality service, operational continuity, and future sustainability.
  • Develop user-friendly guidelines and manuals for staff reference.

4. Implementation Support

  • Assist in piloting refined QMS processes within selected training programs.
  • Recommend digital tools or systems for efficient QMS management.

5. Monitoring and Sustainability

  • Establish mechanisms for ongoing monitoring, evaluation, and feedback.
  • Prepare a sustainability plan for maintaining QMS standards post-assignment.

Selection Criteria

Essential Experience and Knowledge

  • A Tertiary degree in Education, Quality Management, Policing/Law Enforcement, or a related discipline or field of study with at least 3-5 years of work experience.
  • Demonstrated expertise in developing, implementing, and auditing quality standards documentation within the Post-Secondary Education and Training (PSET) sector, including compliance with national and regional accreditation frameworks.
  • Proven track record in designing and reviewing competency-based curricula for more than 5 years, training programs, and assessment tools aligned with industry and policing standards.
  • Extensive hands-on experience delivering training or teaching in a post-secondary education environment; adequate industry-specific knowledge regarding policing and criminal law enforcement, investigation and reporting; communication and de-escalation skills is highly essential.
  • Understanding of and commitment to Gender Equality, Disability and Social Inclusion (GEDSI), Child Protection, Prevention of Sexual Exploitation, Abuse and Harassment (PSEAH), prevention of human trafficking, environmental protection, anti-corruption and other DFAT safeguarding policies.
