Job Description

Reporting to the MHI Project Manager and the CEO of the utility, the Information Communications Technology (ICT) Manager must be able to demonstrate comprehensive knowledge of information and communication technology (ITC) and must be able to demonstrate strong leadership in managing both business and operational ITC functions.

The ICT Manager will also have responsibility for the following:

  • The day to day management of the ICT organization of the utility, as well as support and move forward the implementation of a proposed ERP system.
  • Contribute towards the timely preparation and implementation of strategic, operational and budget plans.
  • Ensure financial controls and processes for ICT are established which can be independently audited.
  • Ensure the timely preparation of reporting (monthly, quarterly, semi-annual, and annual) as related to all guiding documents.
  • Ensure coordination with the following Shared Service functions contained within the utility’s umbrella organization: Corporate Planning; Finance and Administration; Human Resources; Audit; Legal.
  • Continue to prepare the ICT group for the Ring Fencing initiative currently in progress at the utility.
  • Assist in an in-depth training and capacity building program including choosing and the mentoring of counterpart staff. A key prerequisite is to develop the capacity of local personnel such that, by the end of the contract period, they can manage and operate the ICT Unit in an efficient and effective manner.
  • Manage MHI’s performance in order to deliver on all key performance indicators and achieve maximum performance incentives.

QUALIFICATIONS:

The successful candidate will possess the following qualifications:

  • Have at least 15 years’ practical experience in a large energy utility or industrial organisation with similar business and operational ITC functions, five years of which should have been gained at a managerial level.
  • Be educated to degree level in ITC or computer science with a relevant professional qualification. Project management skills and experience in transitioning business processes from stand-alone semi-computerised systems to fully networked computerised systems are essential. Skills and experience in business process re-engineering is desirable. Knowledge and experience of operational systems (SCADA, metering and telephony) and associated private and public telecommunications infrastructure, including fibre optics and power line carrier is desirable.
  • Must possess the ability to lead and motivate staff during times of major change and must have the skills to develop the ITC team’s technical capacity, professionalism, and commitment.
  • Excellent communication skills in English are a prerequisite. Management experience within a developing country or international environment would be an advantage.
