The Information Management Assistant is located in USAID/Philippines (Mission), Executive Office, and serves as the Applications Developer, Network Administrator and Helpdesk Support. The incumbent performs systems analysis, applications development, and maintenance of applications for both Office of the Chief Information Officer (MCIO) in Washington D.C. and in-house developed systems. As Applications Developer, the incumbent develops, initiates, and executes useful and innovative projects to enhance and expand the Mission’s automated systems and increase its effectiveness. S/he collaborates with MCIO to ensure Mission’s applications development processes and procedures are secured and in compliance. The incumbent is also tasked to respond to requests for installation, repair, maintenance and support of the Mission’s Network and host computers, software, peripherals, data communication equipment, accessories, and auxiliary equipment – hereafter referred to as Automated Data Processing (ADP) system. The incumbent of this position is also in-charge of the day-to-day Network Operations, installation, repair, maintenance, support and management of Local Area Network/Wide Area Network/Metropolitan Area Network (LAN/WAN/MAN), Windows server, data communication equipment, Very Small Aperture Terminal (VSAT), Internet Service Provider (ISP), fiber converter and other network and server related equipment. S/he is also responsible for the computer systems operations not only to this Mission but also to Operating Units based in Manila (Office of Inspector General and Bureau of Humanitarian Assistance) and to client Missions such as USAID/Pacific Islands in Fiji (Republic of Marshall Islands, Federal States of Micronesia and Palau) and the USAID Country Offices in Mongolia and in Papua New Guinea (Solomon Islands and Vanuatu).
MINIMUM QUALIFICATIONS REQUIRED FOR THIS POSITION
To be considered for this position, offerors must meet the following minimum qualifications:
a. Education – Completion of a college or university studies in any of the following fields is required: Computer Science, Computer Engineering, Electronics and Communications Engineering, Information Technology or other Information Technology related courses. Note: Additional education may NOT be substituted for experience.
b. Prior Work Experience – A minimum of three (3) years of progressively responsible experience in systems analysis and design, applications development, desktop and server management, networking, and Windows operating systems software is required. Previous experience with HP printers, network products, uninterruptible power supply(UPS), automatic voltage regulator (AVR) and related hardware, software, operating system, and systems utilities is required as well. Note: Additional experience may NOT be substituted for education.
c. Language Proficiency/Communication Skills – Level IV (advance professional proficiency) language proficiency in English and in Tagalog (local language) in speaking, reading, and writing is required, to be able to communicate effectively with USAID, U.S. Embassy staff in the Philippines, Pacific Island Countries and Mongolia, and external contacts at various levels.
d. Job Knowledge – Thorough knowledge of automation operations concepts, analysis, and management; system monitoring and performance fine tuning methodologies; communications and networking concepts and operations; diagnosis, troubleshooting, repair and maintenance procedures and techniques; wiring and cabling; previous experience PC/LAN and PC hardware, software, and utility programs; operating systems software and applications; basic programming skills, database system and documentation techniques; thorough knowledge and experience in systems development life cycle and user interface designs; knowledgeable in development tools and technologies; good knowledge of database system (Access, Structured Query Language (SQL), etc.); proficient in graphics and video applications.
e. Skills and Abilities – Above average technical skills to effectively install, repair, and maintain the Mission Automatic Data Processing (ADP) systems. Must be well versed in re-imaging host computers. Good understanding of networking and knowledgeable in managing and administration of Cisco Network Devices. Good systems analysis skill and solid knowledge of Structured Query Language (SQL), relational database and can develop user-friendly programs using common software like Microsoft (MS) Access, etc. Strong interpersonal skills are required to resolve operation related issues. Ability to effectively install, operate, repair and maintain the Mission ADP systems; use of Windows, LAN protocols, and various programming languages. Ability to work outside regular office hours, weekends, holidays or any other days as required.
