Job Description

Program Background

Action on climate change is at the heart of Australia’s International Development Policy. The policy commits the Australian Government Department of Foreign Affairs and Trade (DFAT) to respond to the needs of Indo-Pacific countries and evidence of the accelerating climate crisis by increasing our climate investments and better addressing climate risks.

Climate Resilient Communities (CRC) is DFAT’s new flagship climate change program designed to help achieve Australia’s International Development Policy and meet Australia’s climate finance commitments over the next nine years (2024–33).

CRC will incentivise the flow of funds towards inclusive climate change programming—targeting community resilience in the water, food, and energy sectors— by co-funding bilateral and regional programs and attracting new sources of climate finance, while also raising the quality of climate integration across the sectoral programs.


The Role

The Knowledge and Learning (K&L) Lead role leads the implementation of CRC’s knowledge and learning strategies, building skills and capability in gender-responsive and inclusive climate and disaster resilience programming across the Indo-Pacific.

Central to DFAT’s objective of strengthening the integration of inclusive climate and disaster resilience across its development portfolio, the role supports capability uplift and fosters engagement and learning between investments.

The K&L Lead is responsible for driving CRC’s knowledge and learning agenda by guiding the development of evidence‑based insights, strengthening learning systems and building capability across the program. The role ensures that knowledge is effectively generated, shared and applied to improve climate and disaster resilience outcomes, keeping CRC’s work aligned with emerging evidence and DFAT priorities.

K&L Strategy and Leadership

  • Lead the implementation of CRC’s knowledge and learning strategies, ensuring alignment with program objectives and DFAT priorities.
  • Provide strategic direction and support on knowledge and learning approaches and frameworks, and capability strengthening initiatives.
  • Support the mainstreaming of climate-GEDSI through K&L activities.
  • Review and update CRC knowledge and learning strategies to support continual improvement.

Knowledge product development

  • Collaborate with CRC teams to identify knowledge gaps and learning priorities.
  • Lead the design of knowledge products, ensuring they are tailored to diverse audiences and needs, accessible[1] and use best practice approaches in knowledge transfer and distribution.
  • Develop tools, templates, and guidance materials to support the delivery of K&L products and activities.
  • Work across teams to maintain, track and store CRC knowledge products and resources.

Learning Systems and Platforms

  • Lead the development of DFAT’s Climate and Development e-Learning modules.
  • Provide technical guidance and support for the implementation of communities of practice and events, including webinars, workshops and peer learning exchanges.
  • Promote cross-program learning and document locally led approaches to climate resilience, with particular attention to gender equality and disability equity and rights.
  • Work with technical experts and training providers to design and deliver trainings.

MEL Integration

  • Work with the MEL Lead to monitor and reflect on knowledge, learning and engagement strategies as part of CRC’s MEL and performance assessment.
  • Support monitoring and reporting on capability strengthening and training outcomes.
  • Ensure that knowledge, learning and engagement activities and outputs are documented systematically for CRC reporting.

Stakeholder engagement

  • Work with DFAT to understand learning needs and priorities.
  • Support the promotion of CRC and the sharing of climate and disaster resilience programming activities through workshops, presentations, publications, and digital channels.

Team Collaboration

  • Provide guidance to CRC teams on best practices and approaches in K&L and capability strengthening.
  • Collaborate across teams to integrate knowledge and learning into program implementation.
  • Other tasks and duties as required to ensure the smooth and effective delivery of the CRC program.

About You

Essential Experience and Knowledge

  • Graduate degree or commensurate experience in Knowledge Management, Learning and Development Communications or related field of study.
  • 5+ years of experience working in knowledge management, learning and development, or in an equivalent related field.
  • Experience and understanding of facilitation and best practice in adult learning.
  • Experience developing knowledge products and management, including through the application of locally led approaches, and engaging local experts and teams in knowledge production and brokering.
  • Excellent verbal communication and interpersonal skills.
  • Understanding of and commitment to Gender Equality, Disability and Social Inclusion (GEDSI), Child Protection, PSEAH, prevention of human trafficking, environmental protection, anti-corruption and other DFAT safeguarding policies.
  • Sound knowledge and demonstrated expertise and experience in MERLA, including an understanding of measuring and reporting achievements.
  • Ability and experience in building relationships with multiple stakeholders and technical experts.
  • Effective time management and organisation skills, including priority setting and responding to program needs

Desirable

  • A good understanding of international development practices in the Indo-Pacific context demonstrated by professional experience working with government and/or development agencies.
  • Experience working on climate-related programs and policy.
