Program Background
Pacific Australia Skills is a significant Australian investment which stands to make a major contribution to supporting social and economic growth in the region through strengthening the skills and training sector across Timor-Leste and the Pacific. Pacific Australia Skills builds on the achievements 17 years of Australian Government support for skills and training in the Pacific.
The Role
- Ensure that applicants from Solomon Islands and associated Pacific Australia Skills countries are assessed and allocated to classes in a timely and efficient manner.
- Liaise with learners approved for admission to scheduled course offering and distribute correspondence to applicants and employers.
- Participate in the ongoing review and development of the Pacific Australia Skills learner support policies and work instructions in liaison with the Academic Services Team.
- Arrange and chair regular Academic Representative meetings, record minutes and actions and report to the Skills Strengthening Manager, on outcomes.
- Maintain records relating to access bursary programs and provide reports to the Skills Strengthening Manager monthly, or more frequently as requested.
- Participate in the planning, development and presentation of applicant information sessions.
- Support Academic Services Team with regular review and evaluation of learner support services to ensure effectiveness and improvements.
- Where required by Pacific Australia Skills Solomon Islands office, the position will ensure that applicants for access bursaries have supplied all required documentation and that this is recorded appropriately in the Learner Management System and available to the Access Bursary Approvals Committee.
- Support the Skills Strengthening Manager and the Country Operations Manager with the implementation of learner support services working closely with relevant country staff and Academic Services Team to:
- Ensure learners are covered by appropriate insurance and obtain appropriate visas/permits as required
- Assist with planning for learner demobilizations ensuring that academic requirements for course completion are met and students are briefed on matters related to re-entry to the workplaces
- Coordinate learners travel including learners mobilizing, transiting and demobilizing assisting with passports, entry visas, transfers to and from accommodation and any other support required.
- Collate information and manage the vise/permit lodgement process, ensuring that learners are legally permitted in the country till completion of their courses and departure back to their home countries
- Compute fortnightly stipend, update register, seek approval and forward to Finance for payment
- Provide a high level of customer services for the Pacific Australia Skills, both internally and externally.
- Comply with the relevant Codes of Conduct of Pacific Australia Skills, report WHS incidents and arrange first aid treatment when necessary.
- Coordinate with team members and partner organisations to support learner registration processes.
- Support learner onboarding, including agreement to required guidelines and policies.
- Maintain organised and up-to-date learner records throughout the training cycle.
- Assist with arranging and issuing certificates for participants upon completion of training.
Selection Criteria
Essential Experience and Knowledge
- Sound understanding and experience working with individuals from diverse backgrounds, specifically adult learners.
- Proven ability to exercise judgement in the application of policies and work instructions.
- Demonstrated ability to work independently and with others, innovatively solving problems within complex organisational systems.
- Excellent time management skills, with the ability to manage heavy workloads, maintain accuracy and meet deadlines, ability to work under pressure and capacity to resolve issues with limited assistance.
- Excellent verbal and written communication skills and demonstrated high level skills in the application of the Microsoft Office suite of programs, particularly Word, Outlook, Excel and PowerPoint.
- Demonstrated ability to deal with issues of sensitivity and confidentiality.
- Understanding of and commitment to Gender Equality, Disability and Social Inclusion (GEDSI), Child Protection, Prevention of Sexual Exploitation, Abuse and Harassment (PSEAH), prevention of human trafficking, environmental protection, anti-corruption and other DFAT safeguarding policies.

Mandatory requirements
· Degree level qualification in related field with 3 to 5 years’ experience in learner administration or extensive demonstrated work experience in learner administration services, general administration or customer services.
Desirable
- Previous extensive experience in learner administration services in TVET setting.
- Experience working with adult learners from other Pacific Island nations.
- Previous experience in developing learner support policy and procedures.
- Previous experience in international learner management or scholarship systems.
