Overview

DevTech is currently managing USAID/Indonesia’s Economic Growth Support Activity (EGSA). EGSA’s objective is to assist USAID/Indonesia in strengthening its relationship with the Government of Indonesia (GOI) to support future collaborations. It includes activities on improving the business enabling environment (BEE) for foreign and domestic businesses, supporting USAID/Indonesia with rapid assessments, and providing on-demand support to USAID/Indonesia, GOI, private sector entities, and businesses, including micro, small, and medium enterprises (MSMEs), to support creating enabling conditions for businesses.

USAID/Indonesia has supported GOI in relocating the state capital from Jakarta to Nusantara Capital City (Ibu Kota Nusantara or IKN) in East Kalimantan. Since July 2022, USAID, through EGSA, has been assisting GOI’s Nusantara Capital City Authority (NCCA) in establishing a Project Management Office (PMO) within NCCA’s Transitional Team, followed by providing experts to the Deputy of Green and Digital Transformation. In late 2023, EGSA is tasked to provide two experts to the office of Deputy for Environment and Natural Resources in NCCA.

Responsibilities

Services Provided

The specialist will support the Director’s efforts to address environmental concerns within the context of landscape design, planning, development, and associated policies in IKN. The specialist tasks will include but not be limited to the following:

  1. The preparation of green open space design policies:
  • Supporting and maintaining coordination with external parties appointed to ensure the quality of the output in the targeted timeline;
  • Providing design references/guidelines for external parties and ensuring the document alignment with existing policies;
  • Assisting to provide strategic inputs and key data collection and analysis for the policy document draft;
  • Supporting the coordination with other departments within the NCCA related to various aspects of the documents;
  • Preparing coordination meetings, workshops, focus group discussions, bilateral meetings, or other series of activities in the context of preparing documents;
  • Providing brief notes, presentation materials, minutes of meetings, and other required materials for the Director/Deputy level;
  • Monitoring progress and preparing weekly/monthly progress reports;
  1. Management of day-to-day issues related to landscape design and development of green open space areas:
  • Providing day-to-day support to the NCCA team in identifying landscape design and implementation issues, particularly in the context of the green open space, including the potential design impact and mitigation strategies.
  • Assisting spatial key data collection and analysis related to landscape development and planning issues in the field;
  • Coordinating closely with stakeholders in the field to monitor design implementation, as well as issues development and resolution progress;
  • Accompanying NCCA on-site visits, meetings, and workshops, including preparing site visits, meeting presentation materials, and reports;
  • Monitoring and providing updates/progress reports regularly to the Director/Deputy regarding the issues;
  1. Monitoring and Evaluation
  • Preparing coordination meetings with Ministries/agencies, local government, private institutions, and other stakeholders to monitor and identify the progress of design implementation;
  • Providing quarterly monitoring and evaluation reports;
  1. Undertaking other tasks as requested by the Director for Forestry Development and Water Resources.
Scope of Work

This scope of work is defined for the recruitment of a Landscape Design and Policy Development Specialist for the deputy office. The specialist is responsible in advancing the NCCA’s efforts to address environmental concerns within the context of landscape planning and development and associated policies.

The specialist will work under the supervision of the Director for Forestry Development and Water Resources under the office of the Deputy for Environment and Natural Resources in NCCA.

Requirements

  • Professional and expert knowledge of landscape design/planning/development and its associated policies.
  • Experienced working on landscape design/planning/development issues.
  • Established a professional network with government stakeholders in forestry and landscape design development.
  • Familiarity with IKN projects, structure, and key stakeholders.
Qualifications
  • Master’s Degree in Landscape Design, Forestry Development, Urban Design, Urban Planning, or other relevant fields;
  • At least 7 years of experience in the field of architecture/landscape design/urban design and planning.
  • Experience working with the Government of Indonesia, local government, and donors/international organizations;
  • Skill in operating design software, i.e., AutoCAD, Sketchup, Lumion, Adobe Photoshop, Adobe Illustrator, Adobe InDesign, and ArcGIS (desirable);
  • Good understanding of forestry and biodiversity in Indonesia, IKN projects (design principles and strategies, structure, and key stakeholders), urban/landscape design and sustainability principles;
  • Fluent in speaking and writing English and Bahasa Indonesia;
  • Familiarity with spatial and/or non-spatial data analysis quantitatively and qualitatively;
  • Able to work both in a team and independently with minimum supervision;
  • Able to understand and interpret technical standards, documents, and procedures into policy recommendations;
  • Experience communicating complex analyses and information to senior management;
  • Able to build effective relationships with internal and external stakeholders;
  • Able to work as part of a team with flexibility and deliver results under time pressure;
  • Experience in public policy drafting is desirable.

The Consultant will submit their invoice monthly along with the output produced and monthly progress report as attachments to the invoice for review and clearance from the Agreement Coordinator. All deliverables must be prior approved by the client, the Director for Forestry Development and Water Resources.

The Consultant will provide services for up to 180 days of level of effort (LOE) from January 3 to September 30, 2024.
