Job Description

Tetra Tech International Development is seeking a motivated Lead Procurement to provide operational leadership in procurement processes to the Aus4Skills Phase III, ensuring delivery of good practice standards as organisation and client policies.

Position Overview

Reporting to the Deputy Director — Operations, the Lead Procurement is responsible for leading procurement functions to ensure timely, compliant and value‑for‑money acquisition of goods, services and consulting inputs for Aus4Skills Phase III. The role will design and implement procurement systems, policies and controls that align with DFAT contractual requirements, Tetra Tech procedures and local legislation, and will provide technical guidance and capacity development to program staff and partners.

Key Responsibilities

  • Lead and manage all procurement activities for Aus4Skills Phase III, including procurement planning, tendering, contract management and supplier performance monitoring.
  • Ensure procurement processes comply with the Head Contract (DFAT), Tetra Tech procurement policies, and applicable local laws and regulations.
  • Develop, maintain and continuously improve procurement policies, templates and internal control frameworks to safeguard assets and mitigate procurement risk.
  • Manage selection processes for consultants and suppliers, coordinate evaluation panels, and ensure transparent and defensible procurement decisions.
  • Provide technical procurement advice and training to program staff, partners and stakeholders to build procurement capability.
  • Oversee vendor relationship management, dispute resolution, and performance improvement actions.
  • Liaise with DFAT and other stakeholders on procurement matters, including approvals and audits.
  • Undertake other duties as reasonably requested by DFAT and Tetra Tech.

Selection Criteria

  • Relevant tertiary qualification and preferable at least 5 years in relevant and effective international project management or procurement management, or equivalent combination of relevant education and experience
  • Demonstrated experience in procurement planning, competitive tendering, supplier evaluation and contract management in a multi‑jurisdictional environment.
  • Strong working knowledge of donor (DFAT or other) procurement rules and compliance requirements.
  • Experience managing procurement within local legal frameworks in Vietnam.
  • Excellent interpersonal and stakeholder management skills, with experience in training and capacity building.
  • Excellent organisational and project management skills; ability to work under pressure and meet deadlines.
  • Proficiency in Microsoft Office 365 (advanced Excel skills desirable) and experience with procurement or financial management systems.
