The Role

The Learners Wellbeing and Support Officer is responsible for ensuring the safety, wellbeing, accommodation management, and day-to-day welfare of learners under the Pacific Australia Skills program in Papua New Guinea. The role supports the Learner Services Section and works closely with the Operations Manager to ensure learners are accommodated in a safe, inclusive, and supportive environment that meets program, Work Health and Safety (WHS), and duty of care requirements. The position plays a critical role in promoting learner welfare, compliance with student codes of conduct, and contributing to a positive learning experience for the learners.  

Roles and Responsibilities 

Learner Wellbeing and Duty of Care

  • Provide day-to-day wellbeing support to learners during the period of boarding. 
  • Act as a first point of contact for learner welfare concerns, escalating issues to the Operations Manager and relevant stakeholders where required. 

Accommodation and Dormitory Management 

  • Coordinate and assign dormitory rooms to learners during onboarding. 
  • Manage dormitory key issuance, tracking, and retrieval during onboarding and demobilization. 

Learner Onboarding and Orientation 

  • Support learner onboarding processes in collaboration with the Learner Services team. 
  • Conduct learner orientations covering: 
  • Student Code of Conduct 
  • Campus rules and expectations 
  • Accommodation guidelines 

Security Access and Facilities Management 

  • Coordinate the issuance and management of learner security passes for: 
  • Learner Facility 1 
  • Learner Facility 2 
  • National Automotive Training Centre (NATC) Building 
  • Maintain accurate records of access cards/passes issued and returned. 
  • Liaise with security personnel to ensure learner access complies with site security protocols. 

Catering and Nutrition Oversight 

  • Monitor meal provision in learner mess facilities. 
  • Ensure meals provided are balanced, nutritious, and aligned with learner dietary needs where practicable. 

Work Health and Safety (WHS) and Grounds Maintenance 

  • Support the implementation of WHS standards across learner accommodation and common areas. 
  • Ensure grounds, walkways, dormitories, and common facilities are free from hazards and maintained to acceptable safety standards. 

Administration and Reporting 

  • Provide administrative support to the Learner Services Section as required. 
  • Maintain accurate records related to accommodation, meals, security passes, and learner welfare issues.

Selection Criteria

Essential Experience and Knowledge 

  • Strong understanding of learner welfare, duty of care, and safeguarding principles. 
  • Experience in accommodation, facilities, or student services management. 
  • Knowledge of Work Health and Safety standards and practices. 
  • Strong interpersonal and communication skills. 
  • Ability to work with diverse learner groups in a culturally sensitive manner. 
  • Good organizational and administrative skills. 
  • Ability to manage confidential information professionally. 
  • Previous experience working in student services, training institutions, or residential facilities. 
  • Experience working with TVET institutions or development programs is an advantage. 
  • Basic first aid or WHS certification is desirable. 
  • The Learner’s Wellbeing and Support Officer is expected to uphold Pacific Australia Skills values, policies, and procedures while contributing to a safe, supportive, and well-managed learner environment that enables learners to focus on skills development and employment readiness. 
  • Understanding of and commitment to Gender Equality, Disability and Social Inclusion (GEDSI), Child Protection, Prevention of Sexual Exploitation, Abuse and Harassment (PSEAH), prevention of human trafficking, environmental protection, anti-corruption and other DFAT safeguarding policies.
