About TSSP

The PNG–Australia Transport Sector Support Program Phase 3 (TSSP3) is a critical, high-priority Australian investment that stands to make a major contribution to PNG development outcomes.

Working closely with the Government of PNG (GoPNG), TSSP3 will build on the significant body of achievements, lessons and relationships from the past 17 years of operation and will continue to contribute to the achievement of the overarching goal of:

‘A more effective, efficient, and inclusive transport system, enabling the economic and social development of PNG.’

TSSP3 has three End of Program Outcomes (EOPOs) which are expected to be achieved over the initial five-year duration of the program. They are as follows:

  • EOPO 1: Better Transport System Management. Targeted GoPNG transport sector agencies are supported to more efficiently, effectively, and inclusively plan, budget, and manage the transport system
  • EOPO 2: Improved Safety Standards and Coordination. Australian assistance to targeted GoPNG transport sector agencies contributes to improving the policy and regulatory environment to enable safety for all and foster greater sector coordination
  • EOPO 3: Expanded, Sustainable and Affordable Assets. Investment in transport assets is expanded and PNG transport sector actors apply their improved capability to deliver and maintain such assets.

Gender equity, disability equity, and social inclusion (GEDSI), social and environmental safeguards, locally led development (LLD) and monitoring, evaluation, research, learning and adapting (MERLA) are a key focus for the program and are integrated into all of TSSP3’s activities and operations.

This phase of TSSP3 will run from November 2023 to November 2028.


The Role
Reporting to the Aviation & Maritime Lead, the Transformation and Change Management Adviser, will support key counterparts in PNG PCL, especially the transformation team, with the transformation design, including co-developing the transformation roadmap and assisting with its implementation. The role will focus on supporting change management, sequencing reform activities identifying, co-developing and providing implementation support for required processes (SOP) and addressing skills development needs.

PNG PCL, under the leadership of the Board and the CEO, has started a digital transformation process to turn PNG PCL into a world class trade gateway, advancing prosperity through smart, sustainable solutions. The PNG PCL Strategic Plan 2026-2028 provides the pathway for this transformation. An Enterprise Resource Planning (ERP) system will be introduced and will determine how PNG PCL operates.

The Adviser will work closely with the PNG PCL Head of Transformation, the Executive Leadership Team (ELT) and nominated counterparts. The Adviser will coordinate with relevant TSSP3 teams, mainly the Transport Sector Governance and Institutional Strengthening team in regard to skills development approaches and support, and TSSP3 cross-cutting teams (gender, inclusion, safeguards, strategic asset management, monitoring and evaluation and climate change disaster reduction).

About You

Qualifications

· Bachelor’s degree in Business Administration, Information Systems, Organisational Development, or a related field

· Postgraduate qualification or certification in Change Management, Project Management or ERP systems is desirable

· Formal training or certification in change management methodologies is desirable.

Technical experience and knowledge

· Minimum 7 years of professional experience, with at least 3 years advising on ERP or large-scale enterprise system transformations, preferably in public sector, SOE, or regulated environments.

· Proven experience leading or supporting transformation implementations or major business process reforms with strong applied expertise in designing and supporting change management strategies, communication plans, and skills development programs, particularly in complex, safety-critical operations

· Demonstrated ability to create reusable tools, templates, and guides that staff can independently apply.

· Ability to operate effectively in advisory roles without formal authority, influencing through trust, credibility, and relationship-based leadership.

· Proven ability to mentor and coach managers, supervisors, project team members, and emerging leaders to build confidence in leading change

· Demonstrated skills in stakeholder engagement and communications planning

· Experience working with diverse teams, including government counterparts, consultants, donors, and local service providers

· Ability to manage change risks, resistance, and adoption challenges in resource-constrained environments

· Strong analytical, facilitation, and reporting skills

· Understanding GoPNG’s administrative and institutional regulations, systems and processes for SOEs.

· Understanding and experience applying gender, inclusion and safeguards approaches.

· Proven project management skills and attention to detail, with the ability to prioritise workload, work effectively both independently and as part of a team, and deliver quality outputs within agreed timelines.

· Experience in ports, transport, utilities, infrastructure, or extractive industries.

· Proven experience working in environments where skills development and sustainability are core objectives, not secondary outcomes.

· Experience working in Papua New Guinea, the Pacific, or similar development-focused contexts.

· Excellent written and verbal communication skills in Tok Pisin and English.
