DEval is looking for three Local Consultants supporting the evaluation of the Civil Peace Service (CPS) in Bolivia, Kenya and Sri Lanka. The subject of the evaluation is the CPS as an instrument for civil conflict management since its foundation in 1999. The investigation period for the empirical study includes CPS projects that started or were already running in 2017 and extends until 2024. As part of the evaluation, DEval will conduct case studies in Bolivia, Kenya and Sri Lanka between 6 October 2025 and 29 November 2025 and is looking for three Local Consultants to prepare, implement, and follow up on the case studies on behalf of DEval. As described in the Terms of Reference, tasks will include organizing and recording interviews and focus group discussions and carrying out document/literature reviews, as well as managing the logistics as part of the case studies.
The German Institute for Development Evaluation (DEval) provides governmental and non-governmental development cooperation organisations with independent and scientifically sound evaluations, which they can feed into their strategies, instruments and programmes. By enabling evidence-based policy-making, DEval aims to make German development cooperation more effective and to increase transparency in the use of public funds. DEval was established in 2012 and is mandated by the German Federal Ministry for Economic Cooperation and Development (BMZ).
