The Cloudburst Group is currently seeking qualified Gambian and Togolese evaluation experts with experience in electricity sector governance, utility performance, and/or Information and Communication Technology (ICT) governance. The consultant will work with an international evaluator to conduct evaluation(s) of the Gambia Threshold Governance Project, the Gambia Threshold Operations Project, and/or the Togo Increased Competition for the Benefit of Consumers, Independent Regulation, and Expanded Access in the ICT sector Project under the Millennium Challenge Corporation (MCC) Gambia and Togo Threshold Programs. The evaluation may include a review of pertinent documents and both qualitative (interviews and focus groups) and quantitative (survey and administrative) data collection. The findings and recommendations will be for the use of MCC in strategic planning and developing further programming.
