The Programme

The £50m Growth Gateway Programme aims to drive increased two-way trade and investment between the UK and Low- and Middle-income Countries (LMICs) and Low-Income Countries (LICs), to deliver significant benefits to both. Gateway has a global remit with the mandate to prioritise high potential and strategic regions in Africa and the Indo-Pacific region.

The programme works directly and indirectly with the private sector to achieve this through:

  • General guidance on trade & investment with a focus on UK-Africa: Digital guidance on export readiness, import regulations, financing options and more
  • Business advisory support dedicated to Africa only: Direct support to UK & LIC and MIC firms to advance opportunities with positive development impact
  • Targeted interventions: Technical analysis to unlock sectoral & cross-cutting barriers and develop opportunity pipelines

Growth Gateway is implemented by a joint public-private sector team from FCDO, DBT, and the Boston Consulting Group led consortium of PA Consulting, Tetra Tech and Invest Africa.

Tetra Tech carries out the Monitoring, Evaluation and Learning (MEL) functions on Growth Gateway. We have developed the Theory of Change, Logframe indicators and measurable targets; and are responsible for analysing and confirming all reported outcomes, outputs and results.

The Role

The MEL Adviser will work with the MEL Lead to manage and deliver the MEL functions on three interventions. Responsibilities will include:

  • Managing MEL functions including: aligning with the Theory of Change and Logframe, assessing DI and VFM using dedicated tools, assessing achievement of UK economic diplomacy objectives, capturing feedback from key stakeholders such as business and partner country governments, identify lessons, and reporting.
  • Collection of data and analysis according to the MEL Plan template.
  • Producing the first draft of the MEL contribution and addressing feedback from the MEL Lead and central MEL team.

The MEL Advisor will work remotely. The expected level of effort for the role is from 15 up to 20 days per intervention (depending on the intervention’s scope of work). The MEL Advisor will report to the MEL Lead. 

The Person

The MEL Advisor will have at least 5 years of experience in monitoring, evaluation and learning for development programming with a focus on private sector development and trade and investment facilitation.

Essential: 

  • Advanced knowledge of MEL methods including Theory of Change, results frameworks and Logframes, key informant interviews, surveys, value for money frameworks, lessons learning.
  • Experience implementing MEL approaches involving a variety of stakeholders including businesses, investors, financial institutions, and government.
  • Experience working on UK aid funded programme.
  • Experience working on projects with a focus on low- and middle-income countries.
  • Strong communication, analytical, and reporting skills.

Desirable:

  • In-depth knowledge of international trade and investment.
  • In-depth understanding of economic, green and sustainable, and social impacts arising from trade and investment in a low- and middle-income country context (productive impacts, green/sustainable impacts, and inclusion impacts).
  • Experience working on projects focused on business environment and marker access, climate mitigation and adaptatiion, and/or gender and social inclusion.
  • Experience managing evaluation quality assurance processes.
