Position Title: Migration and Vulnerable Populations Advisor

Project Name: Honduras Justice, Human Rights, and Security Strengthening Activity (JHRSS, or Unidos por la Justicia)

Location: Tegucigalpa, Honduras

Position Type: Long term, open to CCNs and Expats or TCNs already resident in Honduras (no international benefits or allowances included)

Activity Background

Through the USAID-funded Honduras Justice, Human Rights, and Security Strengthening Activity (JHRSS), DAI implements innovations to create more effective and accountable judicial and security sector organizations to reduce violence in target areas, reduce impunity, and protect human rights. This Activity will improve institutions’ performance, transparency, and quality of engagement with citizens. The Activity collaborates with the Government of Honduras (GOH) institutions, civil society, and others actors at the national and local level, to achieve the activity’s three results: improved citizen engagement with the security and justice sectors; improved efficiency of security and justice systems; and increased effectiveness of community police. Unidos por la Justicia works in five target municipalities of Tegucigalpa, San Pedro Sula, Choloma, Tela, and La Ceiba.

Role’s Purpose

The Migration and Vulnerable Populations Advisor (MVPA) will integrate the findings of an evidence-based analysis that identifies opportunities, challenges, and actions to reduce irregular migration and/or reintegrate returned migrants, into JHRSS activities. S/he will work collaboratively across the board with the Activity’s three component Advisors as well as the Grants, Monitoring and Evaluation, and Communications teams to incorporate irregular migration prevention activities into JHRSS’ result areas, grants, and messaging in order to mitigate the drivers of irregular migration and maximize the potential for reintegrating returned migrants into Honduras. The MVPA will also work in close collaboration with Mission migration personnel to develop training for Activity staff and awareness campaigns for beneficiaries. Additionally, s/he will engage civil society actors (including CSOs and individuals) supporting vulnerable populations to advocate for improved human rights, increased access to justice services, and more secure communities for these populations. More specifically, s/he will be supporting the achievement of increased citizen engagement with the security and justice sectors, as outlined in the Activity’s first result area, and will focus on the impact of these JHRSS activities on reducing irregular migration. The MVPA will draw on experience working with civil society organizations that support vulnerable populations to build the capacity of existing national and local-level CSOs and support them on taking on a more effective leadership role in policy analysis and advocacy in the security, justice, and human rights sectors in order to deter migration.

Essential duties

  • Utilize findings from an evidence-based analysis that identifies opportunities, challenges, and actions to reduce irregular migration and/or reintegrate returned migrants to develop and incorporate migration prevention work into project activities.
  • Incorporate irregular migration prevention activities into the activity’s three existing components to mitigate drivers of irregular migration and maximize the potential for reintegrating returned migrants into Honduras.
  • Work in close collaboration the JHRSS Monitoring and Evaluation, Grants, Communications, and Technical teams to ensure that recommendations on how to reduce irregular migration are woven into project activities.
  • Develop CSO members as leaders by increasing their capacity to effectively engage in strategic thinking and planning, coalition-building, and effective networking to improve advocacy efforts.
  • Provide training and technical assistance to local and national CSOs that support vulnerable populations and/or returned migrants.
  • Work in close collaboration with Mission migration personnel to develop training for Activity staff and awareness campaigns for beneficiaries.
  • Collaborate with CSOs, national media outlets, and government actors to expand public awareness raising efforts (nationally and locally) that result in increased support for vulnerable populations and/or returned migrants.
  • Provide technical programmatic support to grantees and oversee grantee activities and reporting particularly on migration and vulnerable populations.
  • Produce regular reports on activity progress and provide activity updates that can be used for strategic programming purposes as well as presentations, reports, and other technical deliverables.

Qualifications / Skills

  • Graduate Degree in relevant discipline preferred or BA with equivalent knowledge and applicable experience.
  • At least 12 years of work experience with increasing responsibility; at least 3 years working in the international development sector in Honduras.
  • Previous experience providing assistance to vulnerable groups including migrants, displaced people, at risk youth, women, ethnic minorities, and people with disabilities; knowledge of gender and social inclusion sensitive support frameworks preferred.
  • Demonstrated knowledge and understanding of regional migration issues, migrant return and reintegration, and community stabilization.
  • Demonstrated capacity in project implementation and monitoring and evaluation.
  • Extensive knowledge of and experience implementing USAID projects.
  • Strong leadership, interpersonal, technical, and analytical skills; ability to interact effectively with government counterparts, local and community organizations.
  • Previous managerial or supervisory experience required, preferably on a USAID-funded activity.
  • Excellent communication and writing skills.
  • Previous experience working with projects in Honduras or other Central American countries; familiarity with JHRSS highly desirable.
  • Independent, but capable of following guidance and transforming it into action.
  • Comfortable operating in a multicultural environment and with multidisciplinary teams,
  • Proven track record of developing excellent interpersonal relationships with national and international staff.
  • Spanish fluency required and English proficiency preferred.
