This is an EU support to Improve Secondary Education for Youth (EU-ISEY) in the Gambia. The overall objective of the project is to improve Senior Secondary Education completion rates while reducing the gender and socioeconomic inequalities in educational attainment in The Gambia, especially in rural areas.
The intervention areas of the project are to:
Objective 1: Increase access and retention of girls and boys to inclusive Senior Secondary Education (SSE).
Objective 2: Improve the quality and gender-sensitiveness of Senior Secondary Education (SSE) with a focus on a just green and digital transition and STEM (Science, Technology, Engineering and Mathematics) competencies.
Objective 3: Improve the gender balance and retention in the teaching force, as well as the access of girls into the teaching profession.
The project duration is five (5) years.
The project will be implemented by three main partners under a multi-partner agreement led by UNOPS, working alongside with UNFPA and Expertise France. Partners will manage grants to local implementing partners and will implement directly as well, working in close coordination and enhancing synergic action.
The Monitoring and Evaluation Officer will be responsible for designing and implementing the project’s monitoring and evaluation framework, collecting and analyzing data, preparing reports, and providing recommendations for project improvement. The officer will work closely with partners, IPs, project staff and stakeholders to ensure that the project is on track to achieve its objectives and deliver meaningful results.
1. Monitoring and Evaluation Framework Design and Implementation
- Develop and implement a comprehensive monitoring and evaluation (M&E) framework for the education project, including indicators, data collection methods, and reporting formats.
- Ensure the M&E framework aligns with project objectives, donor requirements, and international best practices.
- Establish data collection systems and processes to gather relevant information on project activities, outputs, and outcomes.
- Conduct regular monitoring visits to project sites to assess progress, identify challenges, and provide support to project staff.
2. Data Collection and Analysis
- Collect and analyze quantitative and qualitative data using appropriate statistical and analytical techniques.
- Ensure data quality and accuracy through regular data validation and verification procedures.
- Develop and maintain databases to store and manage project data.
- Prepare data summaries, charts, and graphs to visualize project progress and performance.
3. Reporting and Communication
- Prepare regular progress reports, including narrative reports, statistical reports, and dashboards, for project management, donors, and other stakeholders.
- Communicate M&E findings to project staff and stakeholders through presentations, workshops, and other communication channels.
- Provide recommendations for project improvement based on M&E findings.
- Contribute to the development of project proposals, work plans, and budgets.
4. Capacity Building and Technical Support
- Provide training and technical support to project staff and partners on M&E concepts, tools, and techniques.
- Support the development of M&E capacity within the project team and partner organizations.
- Stay up-to-date on M&E best practices and emerging trends.
5. Evaluation and Learning
- Support the design and implementation of project evaluations, including mid-term and final evaluations.
- Participate in the analysis of evaluation findings and the development of recommendations for future projects.
- Contribute to the development of lessons learned and best practices for knowledge sharing and dissemination.
