Functional responsibilities
- Management of procurement processes and Implementation of procurement and contracting strategies for goods, services and works
- Monitor contracts and provide high quality reporting on both procurement processes and implementation of contracts
- Ensure compliance of NDOH procurement processes and contracts
1. Management of procurement processes and Implementation of procurement and contracting strategies for goods, services and works: - Provide procurement support to NDoH as tasked, applying appropriate work processes to individual cases.
- Plan, prepare project implementation plans and milestones, including budget and cash flows
- Provide contract administration directly where required.
- Procurement contracts and contractors optimally managed through supplier and contract performance management against agreed benchmarks and through agreed reporting mechanisms.
- Provide support in the development of Statement of Requirements (SOR) for non-capital projects, Request for Proposal (RFP), Request for Information (RFI) and Scope of Works (SOW) for capital projects.
- Observe and comply with public service policies, management directives and policies including OH&S, support for HIV/AIDS programs and environment.
- Meet agreed annual targets as set out in the Annual Implementation Plans (AAPs) and other mutually agreed performance targets.
- Maintain up to date records of all procurement of goods, works and services carried out.
- Carry out vendor market research on various procurement research.
- Assist in developing Request for Quotations, Invitation to tender, Request for Proposal and scope of Works. Be able to coordinate evaluations and write evaluations reports.
- Manage and collate Vender Market Research and provide cost analysis.
- Appropriate procurement modalities and instruments applied (e-sourcing, procurement and Rosters of Suppliers) based on individual case requirements, utilizing expert knowledge of procurement policies and instruments.
- Creation, implementation and oversight of proper monitoring and control of procurement processes in Business Unit and projects including organization of RFQ, ITB or RFP, receipt of quotations, bids or proposals, their evaluation, negotiation of certain conditions of contracts in full compliance with NDOH Procurement rules and regulations.
2. Monitor contracts and provide high quality reporting on both procurement processes and implementation of contracts - Implementation of proper monitoring and control of procurement processes including receipt of quotations, bids or proposals, evaluation, negotiation of contracts including Purchase Orders in full compliance with appropriate rules and regulations.
- Monitor progress of on-site construction of contracted works trouble-shoot to avoid delays and disruption, and suggest steps to resolve problems on site. Plan visits to selected sites during design and construction stages and report as required.
- Carry out post-contract evaluations.
- Provide reports and advice to Manager - Commercial Support Services on project management and expenditure.
- Prepare reports as required, including evaluation reports.
3. Ensure compliance of NDOH procurement processes and contracts - Ensure procurement is implemented in line with NDOH processes and national policies
- Ensure contracts are consistent with public service policies, management directives and policies including OH&Sand environment.

The effective and successful achievement of results by the Procurement Senior Officer directly affects the overall efficiency of the region and specific project initiatives, in regards to procurement management, impacting the timely and effective implementation of the respective programmes and the business unit’s operations. Timely, market-aware, and accountable delivery of services, ensures business unit performance, efficiency and client satisfaction, which promote the image and credibility of the team and business unit as an effective service provider in project services and management. This enhances UNOPS’ competitive position as a partner of choice in sustainable development and project services in the given geographical area.
Education/Experience/Language requirements
Education:
- A minimum advanced university degree (Master’s or equivalent) or higher degree in Civil Engineering or a related field is required.
- A first university degree (Bachelor’s or equivalent) above-mentioned fields with two (2) additional years of relevant experience may be considered in lieu of an advanced degree or higher degrees.
- Qualification in Procurement or Supply Chain Management, for example Fidic or similar Certification, is required.
Experience:
- Minimum two (2) years of relevant experience in areas of development or procurement planning, contract management, project management or related field in combination with a Master’s degree is required. .
- Current membership in the PNG Institute of Engineers or PNG Institute of Builders is mandatory.
- Knowledge of the PNG Government procurement and financial management system is an asset.
- Knowledge of PNG Government Procurement Rules and Regulations is a distinct advantage.
- Knowledge of PNG architectural and building codes, legislation and regulations, especially for health/hospital facilities/institutions is a strong asset.
- Have sound knowledge of all aspects of project development planning, design, management. Implementation and evaluation and audit is an asset.
- Knowledge of PPP principles and practices is an asset.
- Familiar with the Architect Acts & Regulations, Public Service Management Act 2020, Public Finance Management Act 2015, the revised 2021, The Public Service General Orders under the devolution arrangement & National Procurement Act 2018, revised 2021 is an asset.
- Familiarity with the government and Health Sectors main policy documents and directives. Example: PNG Vision 2050, PNGDSP, NHP 2011-2020, Health Administration Act, Organic Law, PHAA, etc is an asset.
- Sound knowledge in project management, implementation, monitoring and evaluation is preferred.
- Experience in Google Suite application is an asset
Language Requirements:
- Full working knowledge (fluency) of English is essential.
