Project Overview:
The Nauru Support Services (NSS), funded by DFAT and managed by Palladium, provides on the ground services for DFAT Aid-funded Program deployees on long-term and short-term deployments to Nauru. These services include but are not limited to:
- Deployee/Adviser Support Services
- Accommodation
- Human Resource Procurement
- Logistics and Procurement support
- Fleet Management & Maintenance
- Facility Management & Maintenance
- Pest Control
- Waste Management
- Freight & Logistics
- Asset Management Labour Support
- Ad-hoc Tasking, including events management
The Nauru Support Services (NSS) team consists of an expatriate In-Country Operations Manager (ICOM), an Australia-based Program Manager, Operations (Head Office Operations Support, HOOS), Project Director, and approximately 30-40 local staff in administration, maintenance, cleaning, gardening and security roles.
NSS also provides direct logistics, procurement and operational support to the Australian High Commission on an as needs basis. The NSS program is a highly functional, responsive and effective support mechanism for Advisers mobilising in-country for DFAT-funded deployments.
Duties and Responsibilities:
The HOOS works closely with the In-country Operations Manager (ICOM) to oversee the overarching Program Operations: managing the head contract requirements, program finances (including budget and expenditure), human resource management, international logistics and procurement needs, supporting in-country event management as requested by the Australian High Commission, and providing other operational support to the Program team, as needed.
Specifically, the HOOS shall, through mainly remote working arrangements:
- Liaise with the In-Country Operations Manager and DFAT Nauru Post specific information, data or anticipated completion times as may be required; and
- Ensure that all activities and program contracts comply with DFAT policies and guidelines
- Identify and manage risks associated with the program activities and the delivery of services, including health, safety and security,
- Ensure that the in-country office and staff are well resourced, operating effectively and provide the level of response and accountability required by this contract;
- Ensure the integration of cross cutting issues across contractual decision-making, and management of the NSS, including in ways that promote gender equality, is sensitive to cultural and gender issues in Nauru, promotes awareness of HIV and AIDS and promotes principles of good governance in the transparent operation of the NSS.
- In addition, proactively leading safeguarding activities in child protection, environmental management and preventing sexual harassment, exploitation and harrassment;
- Initiate and quality review all NSS reports and the required operating manuals; and
- Assist with the local contracting or subcontracting arrangements for all Deployee support services.
- Lead deployee pre-departure briefing and liaison with other DFAT implementing partners regarding incoming and departing advisors
- Oversee the NSS financial management system, the expenditure against budget and overseeing the financial reporting to meet program and corporate requirements;
- Oversee and undertake program procurement activities in line with Commonwealth Procurement Rules
- Lead, with support from the In-Country Operations Manager, processes for identifying and securing new housing options for deployees
- Oversee, with the In-Country Operations Manager, the Human Resources, and Talent Acquisition functions that enable a high performing, supportive and inclusive workplace, including through the delivery of some structured in-house training opportunities.
- Oversee with the support of the In-Country Operations Manager NSS asset management; and
- Oversee with the In-Country Operations Manager the mobilisation and demobilisation requirements of deployees and their dependants - packing, uplift relocation to the home country of personal effects of deployees
- Lead specific projects as requested by DFAT to support new / ad-hoc needs
- Lead ad-hoc events for the Australian High Commission - e.g. Australia Day BBQ.
Location: Brisbane, Adelaide or Canberra (relocation not covered)
Required Qualifications:
- Proven program management experience, with a strong operational background.
- Experience managing Adviser movements and deployments.
- Experience providing logistical support and managing procurement.
- Established and effective interpersonal and cross-cultural skills.
- Ablity to adapt to different working cultures and effectively manage relationships.
- Demonstrated experience working on a program or activity that comprises diverse forms of technical support and personnel from varied professional, cultural and language backgrounds.
- Ability to adapt to changing situations.
- Some experience working in the Pacific context, or experience working in Nauru, (desirable).
- Experience managing housing and fleet management (desirable).
