Scope and Objectives

The Kaizen Company is seeking an Operations and Finance Manager to support the anticipated Data and Evidence for Education Programs (DEEP) activity, providing a global platform for aggregating, managing, analyzing and reporting data, and evidence across USAID’s Education Strategy goals. The activity will provide support and capacity building to USAID Missions around the world as well as USAID in Washington, D.C., in establishing strong and rigorous data systems that ensure consistent and continuous monitoring and evidence building on the effectiveness of education programs. The Operations and Finance Manager will be responsible for management and compliance of all operational, procurement, administration, and financial aspects of the program, in close coordination with the Chief of Party, ensuring all deliverables are on time and of high quality.

Responsibilities

  • Establish and maintain financial management and accounting control systems for program expenditures
  • Remain responsible for the receipt and accountability of all funds for program (performing weekly and monthly cash checks)
  • Maintain a database of accounting documents, in both electronic and hard copy
  • Consolidate accounting data into a monthly return to be forwarded to Kaizen Home Ofice in electronic copies
  • Prepare financial documents and vouchers required;
  • Prepare weekly, quarterly, and annual fiscal report, as well as ad-hoc reports requested by senior staff;
  • Provide full oversight of short-term technical assistance, procurement, and financial management, ensuring that program implementation is in accordance with USAID and Kaizen regulations, procedures and specifications
  • Supervise security, procurement, database and administrative operation staff
  • Coordinate with COP with Home Office Project Manager to ensure timely and efficient implementation and accomplishment of project objectives
  • Travel to field locations as required and work in close collaboration with COP for trouble shooting
  • Manage and oversee project inventory, capital equipment, project procurements; and issues related to office property management
  • Potentially may coordinate with COP and HO, manage all human resource matters related to the program including hiring of local staff, facilitation of staff reviews, etc.
  • Other duties as assigned by the Chief of Party.

Qualifications

Required:

  • Minimum of Bachelor’s degree (Master’s degree preferred)
  • Minimum 7 years related work experience in finance, administration, and project management for international organizations
  • Experience overseeing finance and administration for a USAID-funded project
  • Demonstrated capacity to supervise a complex financial management or general ledger system
