P4G MONITORING, EVALUATION AND LEARNING MANAGER

About the Program:

P4G, Partnering for Green Growth and Global Goals, is a multistakeholder initiative hosted by World Resources Institute with the aim to contribute to in-country climate transitions in ODA-eligible countries. P4G’s partner countries include Colombia, Denmark, Ethiopia, Indonesia, Kenya, the Netherlands, the Republic of Korea, South Africa and Vietnam. Each partner country establishes a National Platform to engage relevant country stakeholders and progress partnerships. P4G provides grants, technical assistance and government support to green growth partnerships in ODA-eligible countries to become investment ready, contributing to partner countries’ capacity to improve the enabling systems, and sharing these learnings with P4G countries and beyond. The partnerships are between private businesses and nongovernmental organizations (NGOs) to advance early-stage businesses that contribute to in-country climate and Sustainable Development Goal (SDG) priorities in specific sub-sectors across food, water and energy systems.


Job Highlight:

Reporting to P4G Communications Director. In this role, you will be overseeing the planning, implementation, and review of P4G’s MEL efforts. You will support the institutional understanding and integration of MEL efforts and track how P4G is demonstrating our theory of change and achieving our results framework. Your work will underpin P4G’s knowledge mobilization strategy and the learning we share with partnerships, National Platforms, investors, and other stakeholders. You will stay abreast of the latest advancements in MEL and strengthen P4G’s MEL efforts drawing from best practices. You will be supported by the National Platform Liaisons, Grants and Contracts as well as Operations.


What will you do:

P4G Partnerships MEL (40%):

  • Review M&E submitted by all finalist partnerships, consolidated by sector and overall portfolio
  • Aggregate and compare impact indicators across partnerships by both thematic area (sector) and across the overall pool of applicants
  • Support the Partnerships team in the evaluation of risk, and risk-weighted impact analyses
  • Provide guidance to P4G partnerships on workplan and measurement indicators and align them with P4G’s results framework and theory of change
  • Provide P4G partnerships with guidance on knowledge products that share their learning and ensure they are aligned with P4G’s theory of change
  • Develop templates for partnership site visits and strengthen reporting templates to capture qualitative and quantitative results and learning from partnerships

National Platforms MEL (20%):

  • Support National Platform liaisons to align National Platform implementation plans with P4G’s results framework
  • Support National Platform liaisons to evaluate National Platform engagement and needs and share suggestions on capacity-building support

P4G Programmatic Level MEL, Knowledge Mobilization and Reporting (40%):

  • Lead annual evaluation of progress against P4G’s results framework and manage the annual strategic planning process for P4G based on progress towards the results framework
  • Maintain central reporting systems and databases for the P4G team to capture reporting indicators and that comply with WRI and donor requirements
  • Lead the development of P4G’s annual report (in coordination with other teams) to donors based on the results framework and theory of change
  • Prepare annual P4G lessons learned and lead internal workshops on incorporating these lessons learned into programmatic design, results framework and theory of change
  • Manage donor-initiated evaluations of P4G
  • Produce succinct analyses of P4G M&E for use in internal and external reporting and develop presentation materials on the same to share with P4G’s Steering Committee
  • Develop P4G team’s capacity to implement partnership and program MEL plans in accordance with donor provisions, best practices, and internal policies and procedures
  • Keep updated with the latest best practices on MEL and implementation and integrate them into P4G’s strategy


What will you need:

  • Education: A completed bachelor’sdegree in MEL, statistics, business, finance, international relations, public policy, engineering or related field
  • Experience:
    • You have 7+ years of relevant full-time experience with a demonstrated track record of leading research and program evaluation, design, and monitoring
    • Experience implementing MEL Plans, including both quantitative and qualitative data collection, analysis and reporting on performance and context indicators through development projects or related industry projects
    • Prior experience implementing MEL standards for climate related projects in sectoral areas such as food, water and/or energy especially with impact investors or development financial institutions
    • Experience recommending changes required to improve program design and implementation based on new information and learning
    • Experience with mid-term and final evaluation management and report development
    • Ability to build presentations and materials and communicate MEL results and recommendations with donors and other stakeholders
    • Experience in data collection and reporting, ideally with bilateral and multilateral development partners
    • Ability to organize and manage data using best practices for documentation
    • Ability to develop standardized templates for data collection and MEL that is reproducible by other team members and build capacity among team to carry out project-related MEL tasks
  • Languages: You are proficient in spoken and written English.
  • Requirements: Candidates are required to have work authorization in the country in which they will be based
