BACKGROUND:
The Partnership for Supply Chain Management (PFSCM) brings together multiple private sector and non-governmental organizations that are among the most trusted names in supply chain management and international public health and development in the world. PFSCM has been recognized internationally for its work to save lives through stronger public health supply chains; the partnership won two supply chain distinction awards from the European Supply Chain and Logistics Summit in 2010 and was a finalist in the 2012 Supply Chain Innovation Award Competition sponsored by the Council of Supply Chain Management Professionals (CSCMP) and SupplyChainBrain.
The Global Fund to Fight AIDS, Tuberculosis and Malaria is a major financing institution in the fight against these diseases in 140 countries. The Global Fund selected PFSCM to be its primary Procurement Agent for Global Fund principal recipients, under its Pooled Procurement Mechanism aimed at ensuring a cost-effective and efficient procurement process that meets all the Global Fund standards for a Procurement Agent. This service provides support to countries to resolve procurement bottlenecks and supply chain management challenges and to facilitate timely access to pharmaceuticals and other health products.
In addition, PFSCM implements other supply chain management projects with other client/donors including the Malaria Consortium and several developing country governments.
OVERALL RESPONSIBILITIES:
The Performance and Analytics (P&A) Manager is expected to ensure the quality of PFSCM’s performance data, maximize the effectiveness and efficiency of services provided to other units and customers, and enable PFSCM to meet its internal and external reporting requirements. The P&A Manager is responsible for the design, operation, and enhancement of performance measurement and analytics capabilities across PFSCM projects. The P&A Manager also oversees the gathering and analysis of performance data, and ensures that performance reporting on operational activities is completed timely and accurately. The P&A Manager also leads PFSCM efforts to build a data-centric culture, ensuring that staff and managers have the tools and skills needed to use insights from data and analytics in their program planning, decision making, and organizational innovation.
It is also expected that the P&A Manager builds performance management capabilities throughout the organization and serves as an advisor to PFSCM on related best practices. The P&A Manager also acts as a liaison to the larger PFSCM organization and to key external stakeholders, including clients, to represent PFSCM perspectives on data quality, performance management, and analytics. The P&A Manager is a member of the Project Management Team (PMT) and supervises a team of dedicated performance management/analytics staff.
SPECIFIC RESPONSIBILITIES:
- Ensure the quality of data used for performance management and analytics, with particular emphasis on ensuring the quality of data shared with clients and external stakeholders, in coordination with the MIS team and unit managers.
- Serve as first point of contact for requests regarding performance management and requests for data, both internal and external.
- Support design, validation, and deployment of new data fields and reports in relevant systems, including development of dashboards and automated/ ad hoc reports, liaising with the MIS unit.
- Facilitate the definition and improvement of organization-wide strategic and operational measures.
- Support operational units in developing internal measures of unit performance aligned to help units contribute to achieving PFSCM strategic objectives.
- Build understanding of performance management and analytics processes throughout the organization, including assisting units in managing data, using PFSCM’s reporting and analytics tools, and building a data-driven culture.
- Support the development of new performance measures for existing or new PFSCM clients to capture evolving objectives, as required.
- Manage analysis, compilation, and presentation of data for PFSCM Monthly, Quarterly, and Annual Performance reporting as presented to PMT and external stakeholders.
- Assist PFSCM field offices in designing performance management processes, data collection tools, and analysis and improvement initiatives, as needed.
- Strengthen communications on internal/external progress reporting with clients (e.g., Global Fund, UN agencies).
- Represent PFSCM as a performance management expert at conferences and gatherings.
QUALIFICATIONS:
- Bachelor’s degree in mathematics, data analytics, business administration, public administration/public policy, engineering, or equivalent experience. Master’s degree preferred.
- 8+ years’ experience in performance management with substantive experience in strategic planning, data analytics, and measures development.
- Proven analytical skills with strong knowledge of data models and analytics best practices.
- Relevant experience in the field of global health, logistics, supply chain systems strengthening, or development is desired.
- Strong leadership and proven ability to recruit, direct, train, and manage a team of personnel.
- Experience and skills in facilitation, training and change management preferred.
- Experience working in a project management environment and using relevant project management tools; PMP certification is a plus.
- Strong action management including the ability to manage projects in the most cost efficient manner; resourcefulness, initiative, maturity of judgement, and the ability to make sound decisions under pressing conditions.
- Strong organization skills with an eye for details, ability to plan, prioritize and implement day-to-day activities in a timely manner in a fast moving, dynamic and time-bound environment.
- Strong interpersonal skills with client relations and customer service experience and an ability to work across disciplines and in diverse locations internationally.
- Demonstrated ability working as part of a team, as well as independently, and with multi-disciplinary professionals.
- International work experience, specifically with donor-funded programs preferred.
- Excellent written and oral communication skills. English fluency required, including speaking, writing, understanding, and reading.
- Advanced computing skills in standard software systems, such as Microsoft Word, Excel, Access, and PowerPoint. In depth knowledge of business intelligence platforms, such as Power BI, MicroStrategy, and Tableau. Understanding of SQL queries and programming languages, such as Python or R, desired.
- Willingness and availability to travel, and perform other duties as needed.
- Must be authorized to work in the United States of America or the Netherlands. This position can be based in either Arlington, VA or Woerden, NL.
