Functional responsibilities


Reporting to the Procurement Specialist and under the guidance of the Head of Support Services, the Procurement Senior Analyst (retainer) will carry out the following duties:

  • Promote a collaborative, client-focused, quality and results-oriented approach, working in close collaboration with the teams in the Business Unit, UNOPS HQ staff and other officials to successfully deliver procurement and supply chain services.

  • Implement procurement and supply chain processes, ensuring the elaboration of operational strategies focusing on the achievement of the following results:

    • Full compliance of procurement and supply chain activities with UNOPS Rules, Regulations, Procurement Manual, and Organization Directives;

    • Implementation of effective internal control, proper functioning of a client-oriented procurement and supply chain management system;

    • Analysis of requirements and synthesis of proposals for cost-saving and reduction strategies;

    • Implementation of strategic procurement and supply chain management in the Business Unit, including sourcing strategy, supplier selection and evaluation, quality management, customer relationship management, e-procurement introduction and promotion, and performance measurement.

  • Support procurement and supply chain processes for the Business Unit, including but not limited to:

    • Drafting and reviewing of solicitation documents and evaluation documents;

    • Request for awards and submissions to the relevant procurement authority;

    • Engagement with suppliers as needed.

  • Management of the procurement process in the online tools.

  • Update, and analyze procurement-related reports, including but not limited to weekly procurement trackers, monthly procurement summaries, quarterly procurement plans, lease and insurance reports, and other relevant documentation. Monitor that all reports align with established Key Performance Indicators (KPIs) such as procurement cycle time, compliance rate, and timely contract delivery, to support data-driven decision-making and performance monitoring.

  • Support the PSC Prequalification and other Early Supplier Engagement Processes.

  • Effectively manage and organize procurement files and information through the online filing system, ensuring that all relevant procurement records are on file and easily accessible for audit, research or data gathering purposes.

  • Develop and manage rosters of suppliers, elaborating supplier selection and evaluation, as well as quality and performance measurement mechanisms.

  • Support knowledge building and synthesis of lessons learnt and best practices in Procurement and Supply Chain Management.

  • Undertake additional tasks as needed in the Procurement and Contracts (Grants) domain, including but not limited to contributing to the development and oversight of agreements and awards, and providing targeted support to regional units, in line with evolving operational priorities.



Education/Experience/Language requirements


Education

  • Advanced University Degree (Master degree or equivalent) with a minimum of 2 years of relevant experience.

OR

  • First Level University Degree (Bachelor degree or equivalent) with a minimum of 4 years of relevant experience.


Experience

Relevant experience is defined as experience in procurement and supply chain management and/or administrative services.

  • Certification from the Chartered Institute of Supply and Management (CIPS) or similar international certification is desired.

  • Experience with public procurement processes in a governmental setting is desired.


Languages

  • Fluency in English (reading, writing, speaking) is required.

  • Fluency in other UN official languages is desired.
