About the Position

Dexis is seeking a Program Manager (PM) to provide management support to the International Development (IDEV) Division. The International Development Division supports central and mission-funded United States Agency for International Development (USAID) programs in Monitoring, Evaluation, and Learning (MEL), Stabilization, and Governance practice areas. Under minimal to moderate supervision, the PM will independently manage day-to-day work activities under a to be determined portfolio within the IDEV division. The PM will interact with stakeholders to advise on and support policies and procedures and may liaise with the client directly and serve as the primary client contact on the team. The PM will provide work guidance and direction to less experienced employees and will work on assignments that are complex and assist with achievement of the objectives and goals of the IDEV division. The incumbent will have relevant knowledge of functional area gained through education and prior work experience.

Responsibilities:

Program Management:

  • Independently manages day-to-day duties and assigned responsibilities with detailed understanding of clients’ requirements and the relevant policies and regulations.
  • Semi-independently manages compliant program administration, to include program administrative reporting, operational procurement, consultant management, allowances, travel administration, financial monitoring, and maintaining trackers and compliant program files.
  • Ensures compliance in project operations, subcontract management, inventory tracking, grants, and supporting hiring and oversight of consultants.
  • Ensures project files are up to date and maintained according to Dexis guidance and policies and supports internal home office and field file audits to ensure documentation is complete.
  • Understands program documentation and contractual agreements to ensure compliance with Dexis policy and USAID rules and regulations.
  • Provides support to project deliverables to be completed and submitted on time and may review or write sections of reports and other deliverables to ensure accuracy, quality, and compliance with contract requirements and Dexis standards.
  • May engage with the client to ensure effective engagement with USAID.
  • Elevates contractual or client concerns as appropriate.

Business Development:

  • Play an active role in business development efforts including bid management, desk research, proposal recruitment, CV formatting, proposal development and review, and other tasks.
  • Assist with drafting technical response, management plan, budgets and cost notes working closely with cost and pricing manager.
  • Participate in proposal strategy sessions, including proposal positioning, key win themes, key strategies and approaches, key competitors, key clients, and key personnel.

General:

  • Demonstrate responsive customer service and maintain close working relationships with a variety of internal and external stakeholders or customers.
  • International travel may be required (up to 25%)
  • Undertake any other duties which may from time to time be required.

Qualifications

  • Bachelor’s degree in international relations, political science, business, finance, or related field required.
  • Minimum of six years of relevant experience, including previous experience mentoring and/or supervising staff.
  • Demonstrated experience understanding U.S. government contracting required.
  • High proficiency in managing the rules and regulations contained within the FAR.
  • Previous experience with and in-depth knowledge of USG contracts and project management, administration, reporting, monitoring, procurement, and financial operations required.
  • High proficiency with MS Excel, Word, PowerPoint required. Ability and desire to learn corporate financial management software.
  • Experience managing programmatic, operational, and/or contractual activities for USG-funded programs preferred.
  • Fluency in English required, foreign language proficiency highly preferred.
