Program Officer I, Community of Practice and Alumni Programming – OPEN Program
FHI 360 designs and implements academic, professional, cultural, and youth exchange programs for students and emerging leaders around the world. The Online Professional English Network (OPEN) program offers professional development opportunities to foreign English teachers and other professionals through high-quality virtual exchange components, including online university level courses, Massive Open Online Courses (MOOCs), live online events, Open Educational Resources (OER), and an alumni Community of Practice (CoP). This project is funded by the U.S. Department of State Bureau of Educational and Cultural Affairs, Office of English Language Programs (ECA/A/L). We are seeking a Program Officer I to coordinate project activities related to the alumni Community of Practice, and affiliated alumni programming, as well as program management support for procurement activities. Essential Job Functions:
The Program Officer I is a member of the Online Engagement Team reporting to the Project Manager, Online Engagement and collaborates extensively with other OPEN staff members and with ECA/A/L to ensure that alumni platforms and courses are updated with relevant program information and feature high quality content related to Teaching English to Speakers of Other Languages (TESOL). The Program Officer I will collaborate with the Project Manager, Online Engagement, other FHI 360 staff and ECA/A/L to support the implementation of strategies to effectively engage with former OPEN program participants in online communities. This includes support for the development and moderation of CoP digital content and virtual events, the coordination of and communication for CoP related alumni programming and courses, and support for CoP related project management through contributions to reporting, scheduling, and procurement tasks. The Program Officer I will collaborate with FHI 360 teams and ECA/A/L to support the effective dissemination and promotion of content throughout the program. Specific responsibilities include:
- Coordinates the work planning for content development initiatives for the OPEN alumni community of practice, including the preparation of digital content calendars
- Sends CoP related communications to alumni on a routine basis and maintains accurate alumni distribution lists
- Supports the development and maintenance of an alumni resource repository consisting of materials sourced from the full spectrum of the Program’s professional development opportunities and the maintenance of an events page advertising the program’s MOOCs and webinars
- Provides technical assistance and support for Community of Practice events by scheduling, moderating and driving virtual sessions.
- Contributes to the development of strategies promoting active community engagement, encouraging exchange among OPEN program alumni and the international TESOL community
- Supports the Community Lead alumni program, providing instructional and technical support for the Community Lead training course, as well as monitoring alumni performance throughout the program.
- Deploys alumni related surveys, monitors responses, and analyzes results.
- Troubleshoots alumni technical issues across systems in collaboration with program team members and technical vendors.
- Provides administrative support for program procurement and finance tasks such as setting up vendors, creating purchase requisitions, and processing payment requests.
- Works with the Project Manager and Project Director to assist with developing budgets for the Community of Practice as well as conference participation and other domestic outreach opportunities. Contributes to proposals, reports, and other project materials such as FAQs and support guides.
- Provides logistical, procurement and communication support for domestic outreach opportunities, as requested by and in collaboration with FHI 360 staff and ECA/A/L
- Collects, compiles and analyzes data from the Community of Practice platform on a monthly, quarterly, and yearly basis.
Other:
- Contributes to proposals by providing work plans, program design input, and budget estimates.
- Documents project accomplishments, challenges and lessons learned to be shared internally and externally through reports, presentations, etc.
- Pending funding availability, attends the annual TESOL International Convention to participate in presentations and sessions focusing on professional development of program participants and alumni.
- Other duties, as assigned.
Preferred Qualifications:
- BA required; in TESOL, Education, Communications, or Related Field preferred.
- 2-4 years of program and administrative support required. Prior experience with customer service or providing online systems technical support, preferred.
- Experience working in a non-governmental organization (NGO) and/or experience with a USG international exchange, such as a Peace Corps volunteer, Fulbright English Teaching Assistant, or English Language Fellow or Specialist, etc. strongly preferred.
- Strong technical skills including experience with varied digital platforms to support online learning and knowledge transmission and sharing, including web conferencing and virtual learning platforms, digital platforms for the purposes of managing online communities, preferred
- Strong computer productivity skills including use of databases, survey software, word processing software, Microsoft Excel, SharePoint, Box and Google (docs, sheets, forms, etc.) and high comfort level in learning new technology products.
- Prior experience with Deltek CostPoint or other finance/accounting system preferred
- Ability to manage and process a large volume of data; must be detail-oriented and accurate.
- Ability to learn quickly and work independently, as well as in a team environment, to think strategically and creatively, to take initiative and find innovative ways to respond to emerging organizational and project needs, within determined timeframes, and to respond flexibly and adapt to changing funder requests and priorities.

- Laptop, Microsoft applications (i.e., Office 365, SharePoint, Skype/Zoom/Teams), cell phone/mobile technology, and standard office equipment.
