Statement of Duties to be Performed:
Technical and Strategic Leadership - 50%
- Serve as a technical advisor on voluntary family planning and reproductive health, providing high-level technical guidance to the Mission, the cooperating-country Government, and other development partners.
- Provide strategic and technical guidance and input on voluntary family planning and reproductive health activities, ensuring activities are integrated with Health Office and larger Mission activities.
- Work closely with leadership across the Health Office and USAID Mission to ensure that programs implemented by partners are of high quality and incorporate high-impact family planning and reproductive health interventions.
- Stay updated on emerging voluntary family planning developments through literature review, research, and stakeholder communication, advising on how these policies can enhance USAID’s approaches.
- Collaborate with Monitoring, Evaluation, and Learning colleagues to develop innovative monitoring and evaluation tools to measure the impact and outcomes of family planning activities.
- Provide technical expertise in preparing key annual and mid-term planning and reporting documents, including the Operational Plan, Congressional Budget Justifications, Technical Notifications, Quarterly, Semi-Annual, and Annual Progress Reports, and other ad hoc requests for information.
- Identify short-term technical assistance (STTA) and ensure that the objectives and outcomes of the STTA align with the Mission’s family planning and reproductive health portfolio.
- Organize site visits and prepare orientation materials for delegations from USAID Headquarters, Department of State, other agencies, and Congress.
Program/Project/Activity Management - 30%
- Serve as Contracting or Agreement Officer’s Representative (COR/AOR) or Activity Manager for family planning and reproductive health activities, overseeing partners’ work plans, coordinating with stakeholders, and conducting regular site visits to monitor program implementation and compliance.
- Ensure IP compliance with USAID rules, regulations, bilateral agreements, and performance expectations, communicating regularly with IPs about obligations to USAID.
- Lead the strategic and operational planning processes, such as the USAID Country Development Cooperation Strategy and Operational Plan, keeping the Team Lead informed of progress, results, and challenges.
- Participate in designing project mechanisms and activities to improve service delivery or the enabling environment for family planning and reproductive health.
- Provide leadership and oversight to ensure compliance with U.S. family planning legislative and policy requirements.
Representation and Reporting - 20%
- Represent USAID at national, regional, and international meetings related to family planning and reproductive health, including national-level technical working groups, professional associations, and related committees.
- As a member of the Health Team, respond to work-related requests for information from USAID/Washington and Congress.
- Represent USAID at meetings outside the family planning and reproductive health field when requested by the Mission Director, Health Office Director, or Unit Leader.
- Establish strategic working relationships with Ministry of Health officials, development partners, civil society organizations, faith-based organizations, private sector health counterparts, and professional associations to share timely information on family planning and reproductive health issues.
The contractor is eligible for temporary duty (TDY) travel to the United States or other Missions abroad to participate in the “Foreign Service National” Fellowship Program, in accordance with USAID policy.
Minimum Qualifications Required for this Position
a. Education:
Master’s degree or local equivalent from an accredited program in Public Health, International Development, Health, Social or Behavioral Sciences, Organizational Development, Epidemiology, Biology, Infectious Disease, Medicine, Pharmacy, Nursing, or Nutrition.
b. Prior Work Experience:
A minimum of five (5) years of progressively responsible experience in public or private sector family planning and reproductive health. Experience working with bilateral or multilateral donors/stakeholders such as the World Bank, Global Fund, UN agencies, or national-level public/private sector projects ensuring compliance with U.S. Government rules and regulations.
c. Language Proficiency:
Level 4 (fluent proficiency) English and local language proficiency, both oral and written, is required.
