Job Description

Chemonics seeks a Regional Distribution Center (RDC) Manager ito join the Global Health Supply Chain Program – Procurement and Supply Management (GHSC-PSM) Project. The RDC Manager will serve as a member of the Plan Team on the Global Supply Chain (GSC) business unit. The fundamental work areas of this position involve leading the management of the RDC operations, including implementation of changes to the operation procedures, measurement of key performance indicators (KPIs), and presentation of RDC performance to senior management and the client. GHSC-PSM is the primary vehicle through which the U.S. Agency for International Development (USAID) procures and provides health commodities for countries receiving U.S. government foreign assistance. GHSC-PSM also provides technical assistance to improve the efficiency, reach, and sustainability of in-country supply chains and is supported with funding from the U.S. President’s Emergency Plan for AIDS Relief, the U.S. President’s Malaria Initiative, USAID’s family planning and reproductive health program, and USAID’s maternal and child health program.


Responsibilities Include:

  • Lead the management of the RDC operations particularly holding the contracted warehouse operators to the terms of the contract signed as well as monitoring Corrective Action and Preventive Action (CAPAs) plans when issues arise
  • Manage, monitor, and report both internally and externally on KPI of the RDCs including the development of new KPIs and their implementation if needed
  • Act as liaison between 3PL service providers, GSC managed warehouses, and Deliver/Return team to ensure inbound and outbound shipments from any of the RDC locations are processed on time
  • Collaborate with the Contracts team in contract renewals and creation of request of proposals (RFPs) regarding warehouses services as needed.
  • Manage the work of the RDC Specialist including guidance on the day-to-day priorities as well as performance
  • Manage 3PL integration projects to achieve stable visibility to customer orders and shipments via KN visibility platforms for RDC shipments
  • Proactively monitor the HQ dashboards related to the RDC operations as well as review the quality of the data submissions from the warehouses
  • Identify and resolve reasons for difference in inventory between 3PL managed Warehouse Management Systems and ARTMIS
  • Monitor capacity utilization of warehouses on a daily and weekly basis
  • Create and track non-conformity reports (NCRs) and file incidents in the Quality Management system to warehouse 3PLs if processes have not been followed
  • Collect and prepare required 3PL and vendor data for use in reports and analysis
  • Manage and track issues with 3PLs and vendors to identify areas of improvement, track root causes and define actions for prevention in the future

Qualifications:

  • Bachelor’s degree required, preferably in logistics of business-related field
  • Minimum 5 years of experience in logistics or transportation industry, such as warehousing, order execution, general management, and transportation operations management
  • Basic knowledge of warehousing, shipment, and inventory management experience
  • Strong knowledge of Excel and data analysis
  • Strong interpersonal and relationship management skills
  • Must be highly organized self-starter and proficient in use of PC/MS office suite
  • Understanding of Supply Chain Management roles and responsibilities
  • Ability to link and articulate process change to multiple levels within the organization as well as customer groups
  • Able to meet objectives with minimal direction from supervision
  • Ability to understand integration of complex business applications with demonstrable project/customer focused accomplishments
  • Excellent communication and facilitation skills one-on-one and in groups
  • Ability to analyze and effectively communicate technical and business impacts
  • Ability to resolve customer issues
  • Demonstrated leadership, versatility, and integrity
