About TSSP Phase 3
The PNG–Australia Transport Sector Support Program Phase 3 (TSSP3) is a critical, high-priority Australian investment that stands to make a major contribution to PNG development outcomes.
Working closely with the Government of PNG (GoPNG), TSSP3 will build on the significant body of achievements, lessons, and relationships from the past 17 years of operation and will continue to contribute to the achievement of the overarching goal of:
‘A more effective, efficient, and inclusive transport system, enabling the economic and social development of PNG.’
Gender Equity, Disability Equity, and Social Inclusion (GEDSI) and Social and Environmental Safeguards, Locally Led Development (LLD), Climate Change and Disaster Resilience (CCDR) and Monitoring, Evaluation, Research, Learning and Adapting (MERLA) are a key focus for the program and are integrated into all of TSSP3’s activities and operations.
This phase of TSSP3 will run from November 2023 to November 2028.
The Role
The Deputy Team Leader / Program Quality & Knowledge Management Director (DTL/Director) will lead TSSP3’s MERLA, Knowledge Management, LLD, and Communication & Public Diplomacy (PD) teams.
The DTL/Director will oversee programmatic reporting (annual, six-monthly, and exception reporting) and annual planning – driving a culture of high performance, client-focused service delivery, and setting the standard for program implementation, innovation and quality assurance. This will include ensuring GEDSI, safeguards (social and environmental), LLD, and Climate Change and Disaster Resilience (CCDR) are fully integrated into TSSP3’s approach and deliverables. The DTL/Director will also provide strategic support to TSSP3’s Locally Led Development approach, helping to shape implementation and strengthen locally driven solutions.
The DTL/Director will utilise strong communication and relationship management skills to drive effective engagement with GoPNG partners and the Australian High Commission (AHC), ensuring that deliverables requiring AHC and GoPNG participation are planned, coordinated and delivered effectively.
As a senior leadership position, the DTL/Director will play a critical and active role on the TSSP3 Senior Management Team (SMT), working closely with the TSSP3 leadership team to ensure a cohesive approach to Australia’s support to PNG’s transport sector.
