Description of Position:
This position will serve as a Senior Director in the External Collaboration Team of the PSE Hub. In addition to supporting efforts to reinforce and validate USAID’s value proposition as a partner and generate evidence of benefits to business in order to initiate partnerships and drive further collaboration, the Senior Director will help develop and support the execution of a comprehensive external engagement strategy to effectively disseminate evidence externally to influence how the private sector uses evidence and tackles development issues.
Position responsibilities will include:
Support the development and execution of an external PSE engagement strategy for the PSE Hub covering priority segments.
Demonstrate the value of engagement with USAID to key external audiences through the use of evidence to better position USAID as a value-creating partner; ‘Make the case’ for enterprise-driven development with other key audiences, including inter-agency, counterpart donors, and the public, and establish formal feedback loops with / to private sector partners to communicate value considerations and benefits to business
Create and execute USAID PSE thought leadership and external influence plan for external audiences.
Lead the establishment of high-level business forum topics in coordination with missions, bureaus and independent offices focused on thought leadership, knowledge sharing and/or new initiatives. Explore and share options for business and development related impact indices and/or other CEO-level forums, roundtables, or thought leadership activities.
Work with other Hub teams to generate evidence of benefits to business, to drive further collaboration; develop curated and accessible business-oriented resources focused on establishing/articulating the business case to companies in their terms, language and with their voices; Procure independent and collaborative research that reframes existing USAID impact evidence in business terms and content compelling to the private sector.
Assist USAID Bureaus and Missions with scaling and mainstreaming new approaches to PSE where USAID’s funds could be leveraged to encourage private investment; identify common goals and concerns and take actions to build support; ensure data production, migration, and integration are structured properly; perform and/or lead project data consultants in for proper data quality assurance.

Qualifications:
Must be a U.S. citizen.
Must have one year of specialized experience equivalent to the next lower grade level [FS-03/ GS-13] of this position.
Must have skills working across a diverse portfolio of activities, strong project management skills and experience working effectively within and across groups
Must have excellent level communication skills both verbally and written to both internal and external stakeholders.
Must have generalized knowledge and experience related to public private partnerships and private sector engagement; must have detailed knowledge and experience in at least one development / PSE functional area and one private sector industry
Background/knowledge preferred related
Familiarity with strategic marketing and using evidence to drive and tailor content to relevant channels and audiences
Social impact, corporate social responsibility, “shared-value,” ESG agendas or mobilizing private finance for development - especially from the ‘private sector’s’ perspective
Procurement, federal regulations surrounding contracts and grants used for private sector engagement (within USAID and more broadly)
Must be eligible to obtain and maintain a secret security clearance

Description of Organization: USAID’s Private Sector Engagement (PSE) Hub within the Bureau for Development, Democracy and Innovation, is tasked with modernizing the Agency’s approach to private sector engagement. A key element of achieving success with the private sector is demonstrating the value of engagement with USAID to key external audiences. As part of the External Collaboration workstream, the team works to reinforce and validate USAID’s value proposition as a partner and generate evidence of benefits to business in order to initiate partnerships and drive further collaboration. The External Collaboration will lead external engagement efforts to support the Agency's PSE Policy, the implementation of the PSE Hub Strategy 2021-2025, PSE Modernize as well as program objectives on external collaboration with the Private Sector.
