Job Description

  • Conduct and lead proactive proposal-specific and recruitment for personnel on business development activities in collaboration with proposal team
  • Recruit field project and home office positions as needed
  • Identify and develop relationships with potential candidates and consultants through databases, contacts/networks, events, informational interviews, Internet, publications, and cold calls for open positions and talent pools
  • Develop staffing strategy, source candidates, draft advertisements, screen applications, conduct interviews, verify salaries and other information, check references, draft offer letters and letters of commitment, negotiate compensation packages, and assist with mobilization
  • Gather information on and coordinate job advertising for proposals and projects in relevant countries; assist in writing job descriptions and advertisements
  • Maintain postings in Applicant Tracking System, Company website and other posting sites to keep job postings up-to-date, closing filled positions, tracking applications, registering new candidates, and uploading relevant documentation
  • Ensure compliance with all governmental and client employment specifications, as well as QED’s policies and procedures
  • Lead recruitment skills training in best practices to hiring managers and others involved in the process
  • Format and edit personnel CVs for proposals ensuring the CV addresses proposal or project requirements
  • Draft the staffing sections of the proposal, partnering with technical and business development staff in drafting summary statements highlighting the candidate’s technical expertise and experience
  • Coordinate with and provide surge support to other recruiters as needed.
  • Actively participate in internal discussions and initiatives to augment and improve QED’s recruitment systems, policies, procedures, policies and tools, such as the corporate advertising site tracker
  • Travel internationally to manage the recruitment of in-country personnel for proposals or projects as needed

Qualification:

  • Bachelor’s degree in International Affairs, Business, Human Resources Management, Social Sciences, or a related area
  • At least 5 to 7 years of US government contracting full cycle recruitment experience in international development, preferably with USAID
  • Familiar with USAID proposal process and negotiation of expatriates’ international compensation package
  • Experience with online career networking tools, such as LinkedIn, Devex and experience conducting searches on recruitment databases required, iCIMS preferred
  • Must have a strong orientation to client satisfaction, an ability to foster productive team relationships, and an ability to work in a team environment

  • Foreign language fluency in either French, Spanish, Arabic, Russian, or Portuguese
  • Experience living or working in a developing country, preferred
  • Ability to travel internationally to developing countries, up to 15-20% travel is possible
  • Experience with other donors including: Department of Labor (DOL), State Department (DOS) Department of Defense (DOD), Department for International Development (DfID), Department for Foreign Affairs and Trade (DFAT), Gates Foundation, Millennium Challenge Corporation (MCC), World Bank, Centers for Disease Control (CDC) is preferred

The Senior International Recruiter is responsible for recruiting qualified candidates internationally and domestically for corporate openings, ongoing projects and new business/proposal development. S/he must have at least 5 years of US government contracting recruitment experience specifically in international development, preferably with USAID, CDC, and Department of State. In view of the highly technical nature of recruitment in a variety of subject areas, the Senior International Recruiter will collaborate closely with the Business Development team and Practice Area Directors. S/he will support the QED proposal process, frequently as lead proposal recruiter including strategizing on proposal recruitment strategy, preparing recruitment related questions to donors, maintaining recruitment trackers, drafting and posting job announcements, scheduling and leading candidate interviews, and coordination and contributions to personnel sections including CV writing. This position also plays a key role in supporting by contributing to recruitment database administrator, representing QED at career fairs, networking events, and conferences.
