Field of activity

The EU is one of the main providers of support for the Rule of Law and Policing in Afghanistan. So far, this has involved the following actions:

  • Since 2004, the EU has provided support to LOTFA, a multi-donor trust fund managed by UNDP
  • From 2007 to end 2016, the EUPOL mission, funded through the CFSP Budget, was a major support mission with around 300 staff;
  • From January 2017, the Council authorised the deployment of a 15 member EU Police Advisory Team.

Building on the achievements and the lessons learned from the EUPOL mission and the former EUSR Police Advisory Team, the EU is in a position to continue leveraging the significant links and goodwill established with the MoI and ANP under the EUPOL mission. The overall objective of the EU Support to Police Reform in Afghanistan Project of which this contract will be a part is as follows:

Enable the Ministry of Interior Affairs (MoI) and the Afghan National Police (ANP) to perform its tasks more effectively and efficiently, specifically in its civilian policing mandate with the aim of supporting a government-owned agenda for institutional reforms by

  1. Contributing to the strategic re-orientation and policy reforms towards civilian policing;
  2. Improving institutional accountability on basis of strengthened internal monitoring and information management and
  3. Supporting the professionalization of the Afghan Police Force and MoI

The following results will have to be achieved by GIZ within the framework of the project:

  • Result 1.1: Civilian Policing as a concept is mainstreamed into strategic processes and implemented at national and local levels;
  • Result 2.1: Capability of internal oversight mechanisms to deal with complaints against police personnel has increased;
  • Result 2.2: The MoI Command and Control capabilities and capacities for Monitoring & Evaluation are improved;
  • Result 3.1: Improved sustainable mechanisms for the recruitment of, career development opportunities for and retention rate of police officers are in place;
  • Result 3.2: The working conditions for female police officers are improved.
Your profile

Qualifications and skills

  • Successful completion of university studies in Police Sciences, Law (Humanitarian or Judicial – with emphasis on Policing, law enforcement and international law), Business, Public Administration or in social sciences;
  • Excellent communication skills and experience in working in a team;
  • Full working knowledge of English and excellent drafting skills (the ability to draft and edit reports).
  • Excellent inter-personal skills

General professional experience

  • At least 10 years of relevant and proven fulltime professional experience including experience at senior advising level;
  • Professional experience in home country as senior civil servant or senior police officer having worked on public reform strategies;
  • International experience, particularly in crisis areas or post-conflict setting, with multi-national and/or international organisations would be an advantage.

Specific professional experience

  • Strong experience in the security sector, preferably in post-conflict context, with a preference for candidates having worked in similar positions with documented successful results;
  • Experience in advising and mentoring on civilian policing.
Assignment period

Assignment duration: 18 months with expected extension by another 24 months. Project start is planned for 1st March 2018. The project is financed by the EU and will be implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH.

Conditions regarding location The particulate pollution load in Kabul crosses the limit value allowed in Europe around a multiple.
