Senior Program Manager, Leadership and Coalitions

Long-term opportunity based in Port Moresby, Papua New Guinea

Program Overview

The PNG Governance Facility (PGF) is an innovative governance initiative in Papua New Guinea, aimed at contributing to security, stability, basic service delivery and inclusive growth for all Papua New Guineans. The PGF will be responsible for the design and implementation of most of Australia’s future governance portfolio under the strategic direction and oversight of the Australian and PNG Governments.

Role Summary

The Senior Program Manager will be responsible for providing overarching program management support and coordination of activities and deliverables for the Leadership and Coalitions program portfolio and will assist with Pacific Leadership & Governance Precinct deliverables when required.

The Precinct is a partnership between the Government of PNG and Australia, to strengthen leadership, ethical behaviours, governance utilising the core capabilities for the public service in PNG at national, provincial and district levels. This position will:

  • Work with the Director to track deliverables, associated risks, issues and gaps
  • Support the review of the Pacific Leadership & Governance Precinct Program and assist with identifying additional initiatives that complement existing Precinct activities.
  • Oversee Leadership and Coalitions activities including reporting deadlines, end-to-end activity timelines; approval of all sub-contractor / grantee reports, deliverables and budget acquittals in consultation with the Director and Grants/Contracts Teams
  • Produce weekly progress reports and report to the Director on program progress and implementation issues
  • Support the coordination between the Director and grantee / sub-contractor staff in implementing the programs
  • Coordinate briefings, reports, program budgets, and provide secretariat support to the Director.
  • Provide management support and direction to Technical Specialists based within Precinct partner institutions

The successful candidate will bring:

  • Tertiary qualifications in Project Management, Business Administration, Business Management or a relevant field
  • Minimum 10 years’ experience managing multiple program activities across large and complex cross-program environment
  • Strong written communication skills with demonstrated experience preparing high quality reports and professional documents for senior and executive audiences
  • Strong interpersonal skills with an ability to build effective teams and lead collaboration, especially in a cross cultural context
  • Experience with project management and time management systems including MS Project or similar
  • An understanding of the public diplomacy requirements of the Australian and PNG Governments
  • Experience working in PNG or Pacific Region will be highly regarded
