Job Description

The Global Health Training, Advisory and Support Contract (GHTASC) delivers effective global health programming to advance the mission of the U.S. Agency for International Development (USAID), Bureau for Global Health (GH) through institutional support and workforce development services from junior, mid-level, senior and expert advisory, and administrative professionals.

Credence and its partner, the Public Health Institute (PHI), are both employers for GHTASC, and are seeking a Senior Strategic Procurement Advisor under GHTASC. This position will be hired under Public Health Institute (PHI).

The Commodity Security and Logistics (CSL) Division is one of four divisions within the Office of Population and Reproductive Health (PRH). The PRH office’s strategic objective is to advance and support family planning and reproductive health (FP/RH) programs worldwide. The office provides global coordination and leadership for improved policy, advocacy, and health outcomes; generates, organizes and disseminates knowledge in response to global and country needs; and partners with USAID field missions to accelerate progress towards achieving FP/RH development objectives. The CSL division supports the office’s strategic objective by serving as a world leader to ensure the long-term availability for clients in low- and middle-income countries (LMICs) of a range of high-quality contraceptives and family planning/reproductive (FP/RH) health commodities. CSL achieves its mission by: (1) ensuring FP/RH commodity availability through commodity procurement, logistics support and leveraging a world-class global supply chain; (2) providing technical assistance to support public and private entities to transform national and subnational supply chains to be self-reliant, resilient, and responsive to local contexts and needs; and (3) serving as a thought leader and trusted resource in the global public health supply chain community as well as within USAID with the ability to move and inspire others to action. The CSL division thus oversees a global supply chain that procures and delivers FP/RH commodities for USAID-supported country programs; provides technical and management support to Mission-funded programs for supply chain strengthening; and oversees headquarters funding for a global learning agenda in support of its mission. CSL staff also serve as country backstops to support Mission-funded FP/RH commodity procurement and related supply chain technical assistance.

The Senior Strategic Procurement Advisor serves as a senior advisor on the Central Contraceptive Procurement (CCP) Team, one of two teams in CSL. The Advisor provides technical leadership and guidance on procurement issues such as strategic sourcing, vendor relations and engagement, global donor coordination, quality assurance, and monitoring contractor performance. The incumbent will be expected to advise on complex and precedent-setting issues, develop consensus for ideas and move them forward in an environment where they will not have direct supervisory authority. Guidance rather than direction will be appropriate; and the Advisor will be required to collaborate in a positive and productive manner with others within and outside of CSL to further CSL, PRH, and Agency goals.

Full salary range for this position is $133,380 to $200,720 per year, with the starting salary determined based on candidate’s knowledge, skills, experience, as well as budget availability.

Essential Duties and Responsibilities:

  • Serve as a technical expert in strategic sourcing to help set priorities and direction with colleagues and contractors so that CSL’s global supply operation is strategically designed and managed to achieve desired outcomes and reduce risk in USAID’s supply of FP/RH commodities.
  • Identify key strategic and operational issues for PRH’s commodity assistance program and lead in conceptualizing plans, and organizing and implementing solutions.
  • Analyze current and future market conditions to determine manufacturer and supplier trends in pricing, service, and availability of FP/RH products of interest to USAID.
  • Provide technical and coordination leadership to strategically engage with other organizations (e.g., USG agencies, donors, multilateral organizations, non-governmental organizations, academic institutions, multi-agency coalitions, manufacturers, professional organizations) in approaches and activities to leverage and shape evolving trends and priorities for procurement of FP/RH commodities.
  • Serve as CSL’s product quality assurance (QA) point-of-contact. This will include but not necessarily be limited to monitoring QA contractor performance; notifying CSL leadership when quality issues in USAID’s supply of FP/RH commodities are identified; providing technical guidance and coordination support to address issues; providing technical and management support as needed for QA-related technical leadership activities; coordinating with other GH supply chain divisions and global partners on QA-related issues.
  • Serve as CSL’s point-of-contact to engage across PRH divisions, with Missions, and CSL’s contractors to support social marketing programs for FP/RH.
  • Attend conferences and meetings for the purpose of professional development and interchange and establish and maintain contacts and effective working relationships with key stakeholders and partners for USAID’s supply of FP/RH commodities and with professional colleagues.
  • Serve as the CSL back stop for one or more USAID Mission programs, providing technical and management support for Mission commodity ordering and supply chain technical assistance, while coordinating closely with back stops in other GH supply chain divisions and participating in GH country teams to support as needed planning, implementation, and monitoring of USAID Mission health programs.
  • Travel internationally 20-30% of the time.
  • Perform other duties as assigned.

Qualification Requirements:

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.

Minimum Qualifications:

  • Master’s degree with 10 years of relevant experience, bachelor’s degree with 12 years of relevant experience, Associate’s degree and 14 years of relevant experience, or High School graduate and 16 years of relevant experience. Degree education should be in business administration, business management, supply chain management, or other relevant field.

Other Qualifications:

  • At least seven years procurement management experience, preferably including experience in health and in resource-challenged settings.
  • Strong analytical skills, with an ability to think logically, derive strategic, executive insights from detailed analysis, and use mature, discerning judgment to promote positive change.
  • Proven ability to manage multiple responsibilities, plan and prioritize effectively, and adapt to available resources and changing conditions.
  • Proven ability as an entrepreneurial, self-motivated problem-solver who productively contributes to and leads teams, and establishes and nurtures effective working relationships among a wide range of partners.
  • Strong oral and written communication skills, including the ability to communicate complex concepts to diverse audiences.
  • Diplomacy and ease working within an international community and in diverse cultural settings.
  • Ability to travel internationally 20% to 30% of the time.
  • US Citizenship with the ability to obtain and maintain secret level clearance.
