Job Description
We are looking for a highly motivated and skilled Sr. Talent Acquisition professional to join our TA team. The ideal candidate has experience recruiting staff for USAID projects and other international donor programs. They will be fluent in French and English, have experience in international development recruitment both local and expatriate staff, ideally within global health.
The Senior TA Specialist is responsible for all recruitment related activities including but not limited to the attraction and retention of qualified candidates while partnering with Hiring Managers to ensure our projects short and long-term staffing needs – for both temporary and direct hire personnel - are being fulfilled. They will play a vital role to build internal and external relationships, becoming an essential team member in the delivery of superior customer service, by identifying future hiring needs, designing job descriptions, sourcing candidates through databases, conducting interviews, filing paperwork. They are responsible to provide leadership and guidance on international recruiting efforts for MSH’s core technical areas in public health whilst being legally compliant. S/he will also develop collaborative partnerships with MSH’s Technical, Business Development, Budget, and Project Management Teams.
This position will provide recruitment support to the MTaPS program which aims to help low- and middle-income countries strengthen their pharmaceutical systems to ensure sustainable access to and appropriate use of safe, effective, quality-assured, and affordable essential medicines and pharmaceutical services

MAIN DUTIES AND RESPONSIBILITIES
Recruitment 90%
- Lead and manage complex recruitment assignments that require creative application of recruiting knowledge to identify top talent for MSH vacancies for assigned global positions.
- Partnering with the Project Managers – HR team and Operations Managers in assigned region, develop strategies to proactively recruit and meet hiring needs. Attend MSH meetings as agreed with project management, and present strategies.
- Provide support, training and assistance to MSH staff within region in managing applicant tracking within the automated applicant tracking system, as well as managing specific areas of MSH related to recruiting activities (i.e., posting job openings, etc.)
- Assist with in-organization hiring activities on a planned or periodic ‘as needed’ basis, by supporting on MSH hiring events, and assisting in interviewing and hiring process during peak times, or for special hiring events.
- Screen, select, interview and evaluate potential candidates from experienced professionals to project hires. Manage the recruiting lifecycle from intake to onboarding ensuring positive candidate and hiring manager experience.
- Identifies alternative recruitment methods such as online recruitment methods, professional organizations, technical programs and universities to target technically skilled individuals requiring highly specific industry certifications.
- Ensures compliance with all applicable country, federal, state, and local laws related to employment with the support of the regional partner for guidance on relevant laws; negotiate and extend job offers which align with MSH’s compensation philosophy and collect all appropriate documentation and approvals to comply with MSH policies.
- Leads recruitment effort through the implementation of diversity recruitment initiatives, as well as participating in applicable recruitment conferences and outreach efforts.
- Remains up to date on latest recruitment technologies, makes recommendations on recruitment sourcing initiatives and advises client groups of latest resources.
- Perform other duties as requested by manager.
Other Duties 10%
- Assist in strategic workforce planning as required for projects and evaluate proposal recruiting related processes
- Lead initiatives which contribute to the improvement of the overall talent acquisition function to include process improvement, documentation and training of local HR staff and/or recruiters.
- Manage all recruitments staffing inputs to include candidate matrices, CVs, biodatas, etc.
- Handle administrative duties and recordkeeping
- Collect data on cost per hire and time-to-hire
- Build and maintain database of qualified professionals to rapidly respond to recruiting needs, in addition to sourcing appropriate candidates through a variety of networks, events, databases and online resources
- Research and recommend new sources for active and passive candidate recruiting
QUALIFICATIONS
Education
Required: B.S Degree in Human Resources, Business, International Relations or related field.
Preferred: Master’s degree in Human Resources, International Studies, or MPH. HRCI, SHRM and/or AIRS Certification a plus.
Language:
- Full professional proficiency in English and French is required
Experience
- Minimum of 6 years of recruiting related experience in a government contracting/ professional services environment. Four (4) years of experience in the recruitment of multi-disciplinary staff for international development projects and proposals preferred.
- Proven work experience as an international Recruiter in Africa
- Prior experience recruiting within the global health sector advantageous
- Experience recruiting in fragile states will be an added advantage
Knowledge and Skills
- Demonstrated understanding of contractual regulations n recruitment for major donors (USAID, CDC, DfID, World Bank)
- Advanced knowledge of HR and recruiting functions, practices and approaches to include sourcing, research, and cold calling experience with a wide variety of sourcing vehicles, including internet sourcing/advertising, direct sourcing, trade journal/newspaper advertising, employee referral campaigns, job fairs and outplacement firms.
- Proven success in conducting full cycle recruitment at overseas locations and proven understanding of project start-up.
- Excellent information management skills, with very strong attention to detail and understanding of requirements
- Demonstrated ability to meet tight deadlines and work in a fast-paced, rapidly changing environment.
- Solid understanding of policies, principles, practices and procedures of global human resources administration associated with employment, compensation and classification
- Using innovative networking sources including employee referrals, work with hiring managers to fill positions.
- Hands-on experience in conducting initial interviews to determine suitability of candidates and making recommendations.
- Ability to conduct different types of interviews (pre-screening, structured, behavioral, competency-based,)
- Proficiency with Applicant Tracking Systems, LinkedIn, MS Office applications and Human Resources Information Systems; experience in Workday a plus.
