Job Description:

ICF is seeking both local and international candidates to serve as long-term and short-term Senior Technical Advisors for an upcoming USAID/Bangladesh-funded project supporting the enabling environment for integrated climate planning. This 5-year program will advance USAID’s partnerships with key public, non-governmental, and private sector stakeholders to drive the planning, analytics, and development and implementation of policies needed to scale the adoption of both resilience measures and net-zero pathways adoption to enable transformational changes in key systems. Relevant sectors may include agriculture, energy, water, industry, health, waste, and other major economic sectors, in both urban and rural areas, and in important areas of biodiversity. Possession of or ability to obtain local work permit required for any staff based in Bangladesh.

Technical Expertise:

  • Strategies, policies, and practices to reduce climate risk, increase resilience, and support long-term climate planning across multiple sectors.
  • Linkages between disaster risk reduction and climate change adaptation.
  • Strategies, policies, and practices to reduce greenhouse gas emissions and support decarbonization across multiple sectors.
  • Mobilizing private sector financing and/or investment for actions that increase resilience and advance the adoption net-zero pathways’ technologies and practices.
  • Demonstrated excellence in writing and presentation ability in English.

Qualifications:

  • Advanced degree in relevant field (e.g., climate change, environmental management, energy, engineering, development or environmental economics, international development).
  • 7yrs years of relevant technical experience working to support climate planning initiatives in developing countries, and ideally with extensive experience in South Asia and/or Bangladesh.
  • 1yr of experience working as part of a USAID-funded or similar donor-funded project team.

Professional Skills:

  • A proven record of excellent technical, decision-making, and interpersonal skills, including being an articulate speaker and empathetic listener.
  • Demonstrated ability to manage technical staff and/or be part of a highly skilled, interdisciplinary team; to interact with and lead a broad range of governmental and non-governmental actors and institutions across sectors; and to design and implement detailed strategic work plans and technical activities.
  • Demonstrated excellence in writing and presentation ability, as well as experience successfully leading an intercultural team in a development context.
  • Excellent analytical skills with a strong understanding of one or more of the following technical climate planning areas:
    • Reducing emissions – developing and supporting policies, emissions accounting models, and implementation activities to reduce greenhouse gas emissions, improve efficiency, and strengthen sustainability across one or more sectors—energy, agriculture, waste, water, health, etc.
    • Building resilience – developing policies, models, and implementation activities that increase climate resilience across one or more sectors.
    • Private sector engagement – engaging private sector actors and private financing that advances emissions reductions and climate resilience.
    • Training and capacity building – providing training and capacity building for government and non-government institutions and technical practitioners in-country.
    • Gender equity and social inclusion (GESI) – conducting GESI assessments and developing GESI action plans in support of ongoing program activities.
    • Monitoring and evaluation – developing and managing tools to monitor and report on program activities and results.
    • Outreach and communications – development outreach, communications, and knowledge-sharing materials and platforms.
    • Fluency in English. Knowledge of Bengali or other local languages would be an added strength.
