(JSI), a leading public health research and consulting organization dedicated to advancing the health of individuals and communities, is seeking a Senior Technical Advisor (STA), specialized in monitoring, learning, and evaluation (MLE) and the use of data for supply chain, to join our energetic and collaborative team with JSI’s Center for Health Logistics (the Center) and inSupply Health, a regional affiliate of JSI in East Africa.
For more than 30 years, the Center has been assisting country governments, donor agencies, nongovernmental organizations, and private companies to strengthen public health supply chains to ensure the availability of essential medicines. inSupply Health, an affiliate of JSI, is an independent supply chain advisory firm based in East Africa that provides our clients with customized guidance on supply chain management and design. About the role:We are hiring a full-time Senior Technical Advisor (STA) for Monitoring, Learning, and Evaluation (MLE) to join our team. The STA will contribute to both the Center’s and inSupply Health’s technical leadership, project management, strategic communications, and business development activities. The STA will bring demonstrated experience in monitoring, learning, and evaluation (MLE), and bring enthusiasm and unique skills in the use of data in health supply chain management. The STA may be based anywhere, however must align their working hours sufficiently to work with inSupply teams in East Africa. They will provide technical, research, new business, and management inputs as required. The STA may serve as a supervisor-of-record and/or team leader responsible for managing people and resources to implement technical initiatives. The STA will be supervised by either the Center Director or Deputy Director and will work in close collaboration with other JSI staff.
RESPONSIBILITIES
Specific responsibilities include, but are not limited to using expert knowledge in health commodity supply chain and logistics to:
- Help determine MLE strategies and priorities for the Center and inSupply Health, in collaboration with project teams.
- Identify and promote innovative and practical MLE approaches and tools that support supply chain improvements.
- Champion the use of data for supply chain management, bringing in new methods, tools, and approaches.
- Provide technical and strategic MLE guidance for center projects and new business development opportunities, including helping develop logic models/TOC, define indicators, strategize about data collection and analysis
- Serve as an activity manager for MLE projects. This includes overseeing work plan and budget development, monitoring project implementation and financial status, reviewing deliverables for completeness, accuracy and quality, liaising with clients to ensure their objectives and priorities are understood and incorporated into project plans and activities, supervising staff, creating a cohesive and well performing team, and communicating project results and lessons learned.
- Align research and MLE strategies with program implementation strategies and learning goals.
- Promote information sharing, learning, and application of lessons learned across the Center, inSupply, and JSI. Communicate project and center accomplishments through conferences, social media, and publications.
- Support the coordination and technical writing for new business opportunities.
- Perform other duties as assigned.
QUALIFICATIONS
- Master’s degree in public health, epidemiology, econometrics, supply chain management, pharmacy, monitoring and evaluation, or related discipline or equivalent experience. PhD a plus.
- Minimum of 8 years of experience working in monitoring, learning, and evaluation in low and middle-income countries. Prior experience in MLE for supply chain management or public health programs is a plus.
- Demonstrated experience in each of the domains of MLE, including designing and implementing:
-Monitoring plans and supporting the use of monitoring data for project or program performance
-Learning methodologies and agendas within the context of existing projects
-Evaluation methodologies with various degrees of rigor
- Strong data skills in a variety of areas is desirable, including:
-Experience using statistical computer languages (R, Python, SQL, etc.) to manipulate data and draw insights from large data sets.
-Experience creating and using advanced machine learning algorithms and statistics: regression, simulation, scenario analysis, modeling, clustering, decision trees, neural networks, etc.
-Experience visualizing/presenting data for stakeholders using: Excel, PowerBI, Tableau, etc.
- Demonstrated ability to think strategically and creatively within the context of MLE.
- Proven record of accomplishment that demonstrates client engagement, leadership, project management skills and resource management experience.
- Strong initiative and self-motivation, a commitment to teamwork, and the ability to work effectively within a nonhierarchical, participatory management structure.
- Experience contributing to new business development MEL components a plus.
- Excellent English oral and written communication skills.
- Proficiency in French, Spanish, and/or Portuguese a plus.
Salary commensurate with experience.
