Job Description
Description of Assignment:
Cowater is currently recruiting a Short Term Engineering & Procurement Specialist to support if the implementation of the Local Governance and Service Delivery Project (LOGOSEED) in South Sudan during the months of May and June. The objective of the project is “to improve local governance and service delivery in participating counties in South Sudan.”
The Short Term Engineering & Procurement Specialist will be engaged for approximately 2 months and as early as possible in May to support the delivery of training programming and materials for procurement state and county-level officials and the rollout of standardized procurement procedures and forms. The successful candidate will be based in Juba and work on a roving basis at the state and county level to reinforce the work of state-based counterparts and deliver specializing training to counterpart staff. The training, both classroom-based and on-the-job, will focus on developing knowledge and skills amongst government procurement officials on the implementation of official procurement procedures and the management of procurement packages associated with small-scale civil works at the county level.
Required Qualifications:
The Short Term Engineering & Procurement Specialist will possess the following:
- Graduate qualifications in both Civil Engineering and Procurement, or a related field.
- At least 10 years of working experience obtained after graduation supporting procurement activities with a focus on small scale civil works implemented by local contractors and communities.
- Demonstrated experience in supporting local governments and communities to conduct procurement of works, including development of procurement plans, tender documents and standard forms.
- Demonstrated experience in institutional strengthening of sub-national entities, with a preference for experience in training of local staff.
- Significant work experience in Sub-Saharan Africa.
- Professional fluency in English.
