Solid Waste Management coordinatorat the Ministry of Environment (MoE) Final Dated 29 December 2025. The MoE has successfully updated recently the National integrated solid waste management (SWM) strategy for Lebanon as a basis for a long-term and sustainable SWM system. Recently, Parliament has ratified the cost recovery law for SWM which allows municipalities to collect service fees to cover the cost of SWM. Through these policy and legal instruments, the MoE is heading towards establishing a sustainable basis for SWM in Lebanon. This will require that local authorities who are involved in the implementation of SWM interventions at local level are closely engaged in the SWM planning process. It will also require that the National SWM Authority which will be appointed in early 2026, will be closely engaged in the planning and implementation of centralized SWM interventions. Under the Project for the “Reduction of Unintentional POPs through Waste Management in a Circular Economy”, which is funded by the Global Environmental Facility through the World Bank and implemented by the Ministry of Environment, a short-term coordinator will be contracted to provide the MoE with needed technical support in the implementation of the SWM strategy and the SWM cost recovery law. The coordinator will be contracted by UNOPS, under the Agreement between UNOPS and the Ministry of Environment within the framework of the Project


The objective of the assignment is to support MoE in implementing the updated SWM strategy and the recently approved law for SWM cost recovery. The coordinator will support MoE in establishing close coordination mechanisms with the local authorities engaged in SWM interventions, with funding agencies and donors, and at central level with the coming up SWM Authority to ensure alignment with the national strategy.


1. Support Coordination between MoE and Municipalities:


  • Conduct meetings and working sessions with the different municipalities and Unions of Municipalities involved in SWM interventions to document on-going activities.


  • Assess current SWM modalities adopted at the level of the different service zone identified as part of the strategy, propose options to optimize current practices.


  • Follow up on the implementation of the Cost Recovery Law at the local level and provide needed advice to local authorities in adopting existing tools such as the “Costing Model for SWM” which was developed jointly by MoE and the World Bank to estimate the cost of SWM services and the service fees which can be charged by each local authority based on local specificities.

2. Support Coordination between MoE and the SWM Authority board:


  • Upon the appointment of the Authority, and during the transition phase, the coordinator isor will cover the following: supporting the establishment and operationalization of the new SWM authority, while ensuring alignment with national strategy.


  • Provide the Authority with an overview of the existing national regulations related to SWM as well as a clear overview of the updated strategy and on-going efforts for its implementation.


  • Provide the Authority with financial mechanisms for central SWM interventions and update the Authority with on-going efforts by local authorities for the implementation of the Cost Recovery Law.


  • Provide the Authority with a continuous update of local interventions related to SWM at the level of the different service zones and proposed options to optimize current practices.

3. Coordination with Funding Agencies and Donors:


  • Coordinate among various funding agencies and private donors to ensure a coherent national implementation of solid waste management.

4. Deliverables:


  • Monthly reports on the update of the implementation of the national SWM strategy.


  • Technical report presenting the overall approach for the implementation of the strategy at the level of the different service zones (Month 3).


  • Technical report presenting the overall developments in the implementation of the strategy (Month 6).


  • Final technical report summarizing the achievements reached in the implementation of the strategy (Month 12).
