EnCompass LLC recherche un consultant pour servir de Spécialiste en partenariat public-privé (PPP) dans l’équipe d’évaluation à mi-parcours de l’activité Feed the Future Senegal Policy Systems Service (PSS).

Le poste est basé à Dakar, Sénégal et peut inclure des déplacements dans les régions intérieures du Sénégal.??

1. LLC met en œuvre la Plateforme Suivi, Évaluation, et Apprentissage au Sénégal (la Plateforme), financé par l’USAID en partenariat avec MSI. L’objectif de la Plateforme est de soutenir l’USAID/Sénégal dans sa gestion des performances et de contribuer à l’instauration d’une culture MEL durable au Sénégal, grâce à un engagement holistique et au renforcement des acteurs et des institutions locales. La Plateforme facilitera la prise de décisions fondées sur des données probantes pour soutenir la gestion adaptative de la mission, engagera les partenaires de l’USAID dans leurs efforts d’amélioration continue, et fournira un renforcement des capacités aux partenaires locaux et aux fournisseurs de services MEL.

La Plateforme conduit une évaluation de performance à mi-parcours de l’activité Feed the Future Sénégal Policy Systems Service (PSS), un programme de cinq ans qui vise à renforcer les systèmes de politique agricole et alimentaire sénégalais afin de faire progresser l’autonomie du Sénégal et de réduire la pauvreté, d’améliorer les résultats nutritionnels, de renforcer la résilience, d’améliorer la sécurité de l’eau et d’accélérer la croissance et la transformation de l’agriculture inclusive. L’objectif de l’évaluation est d’évaluer la performance de l’activité PSS alors qu’elle achève sa troisième année de mise en œuvre, ainsi que les questions plus générales qui ont un impact sur la théorie du changement et les résultats escomptés, et la mise à l’échelle et la durabilité des interventions.

Rôles et Responsabilités

Fonctions essentielles :

Administration :

• Soumettre un rapport d’avancement hebdomadaire pendant la phase de collecte des données?

Technique :

• Effectuer la revue des documents fournis par l’USAID et les autres parties prenantes, présenter une synthèse des résultats de la revue documentaire et déterminer comment ces informations contribueront à la collecte de données
• Contribuer au développement du plan de travail en coordination avec les autres membres de l’équipe d’évaluation, notamment la méthodologie, la stratégie d’échantillonnage et l’identification des cibles pertinentes et au développement des outils de collecte de données (guides d’entretien, questionnaires et guides de discussion)
• Participer à la formation des enquêteurs

• Conduire des entretiens avec les acteurs identifiés dans le plan de travail
• Produire des notes d’entretien détaillées après chaque interview
• Contribuer à l’examen et à l’analyse des données afin de produire un rapport à soumettre à l’USAID
• Contribuer au développement de la table des constatations, et conclusions
• Participer dans la présentation des résultats préliminaires de l’évaluation à l’USAID
• Participer dans l’atelier de cocréation des recommandations avec les parties prenantes pertinentes
• Contribuer au rapport d’évaluation, intégrer des commentaires si nécessaire
• Contribuer au développement d’un PowerPoint des résultats finaux et les présenter à l’USAID

• Toute autre tâche ou activité nécessaire pour la réussite de l’évaluation

• Matrice de la revue documentaire
• Plan de travail
• Outils de collecte de données pour les différentes parties prenantes identifiées dans le plan de travail
• Notes des entretiens réalisés
• Rapport hebdomadaire de progression de la collecte des données sur le terrain
• Table des constatations et conclusions
• Matrice des recommandations
• PowerPoint de présentation des résultats
• Draft du rapport d’évaluation

• Version finalisée du rapport en coordination avec le chef d’équipe
• Rapport et autres produits à déterminer en concertation avec l’équipe de la Plateforme

Exigence du Poste

Qualifications

Qualifications Académiques

• Diplôme supérieur en sciences sociales ou dans un domaine pertinent avec 5 ans d’expérience dans le développement, les évaluations et/ou la recherche en sciences sociales. Une licence et des années d’expérience supplémentaires peuvent remplacer le diplôme.

Expériences et Compétences

• Bonne connaissance du partenariat public/privé au Sénégal
• Familiarité avec le secteur de l’agriculture au Sénégal
• Expérience antérieure dans la conduite d’évaluations et/ou de recherches
• Expérience solide dans l’utilisation des méthodes quantitatives et qualitatives dans des évaluations, y compris les enquêtes, les entretiens, ou les groupes de discussion, entre autres
• Expérience dans l’utilisation des logiciels de traitement et d’analyse des données quantitatives et/ou qualitatives est un atout
• Capacité à lire, à écrire et parler en anglais est un atout
• Expérience avec les études, évaluations ou de recherches de USAID est un plus
• Connaissance du programme Feed the Future au Sénégal est un atout

Position Description

EnCompass LLC is seeking a consultant to serve as a Public-Private Partnership (PPP) Specialist on the Feed the Future Senegal Policy Systems Service (PSS) mid-term evaluation.

1. position is based in Dakar, Senegal and may include travel within Senegal.
2. LLC implements the USAID-funded contract, Monitoring, Evaluation, and Learning in Senegal Platform (the Platform) in partnership with MSI. The purpose of the Platform is to support USAID/Senegal in its performance management and contribute to building a sustainable MEL culture in Senegal through holistic engagement and strengthening of local practitioners and institutions. The Platform will provide evidence-based decision-making to support adaptive management in the Mission, engage USAID partners in their efforts to continuously improve, and provide capacity-strengthening to local partners and MEL service providers.

The Platform is leading a mid-term performance evaluation of the Feed the Future Senegal Policy Systems Service (PSS) activity, a five-year program that aims to strengthen the Senegalese Agricultural and food policy systems to advance Senegal’s self-reliance as well as decrease poverty, improve nutritional outcomes, build resilience, improve water security, and accelerate inclusive agricultural growth and transformation. The purpose of the evaluation is to assess PSS Activity performance as it completes its third year of implementation, the broader issues that impact the theory of change and expected results, and scalability and sustainability of interventions.

• July – December 2024

Position Duties and Responsibilities

Essential functions:

Administration:

• Submit a weekly progress report during data collection phase

Technical:

• Review documents provided by USAID and other stakeholders
• Contribute to work plan development in coordination with team members, including methodology, sampling strategy to address evaluation questions, stakeholders to be interviewed, and data collection tools (interview guides, surveys, and discussion guides)
• Identify and conduct interviews with relevant stakeholders and organizations
• Produce detailed interview notes after each interview
• Contribute to data review and analysis to produce a report for submission to USAID
• Support the development of the findings and conclusions table

• Support the presentation of evaluation initial findings to USAID
• Participate in the workshop for the co-creation of recommendations with relevant stakeholders
• Contribute to evaluation report, integrating comments from the Platform team and USAID
• Contribute to PowerPoint presentation of findings to USAID

Other:

• Any other tasks or activities necessary for the successful completion of the evaluation

Qualifications

Academic Qualifications

• Advanced degree in social sciences or relevant field with 5 years of experience in development, evaluations and/or social science research. Bachelor’s degree and additional years of experience may substitute.

Experience and Skills

• Good knowledge of PPP in Senegal
• Familiarity with the agricultural sector in Senegal
• Previous experience conducting assessments, evaluations, and/or research
• Demonstrated experience with participatory and iterative methods, including leading focus group discussions.
• Strong analytical, writing and synthesis skills are required
• Familiarity with qualitative and/or quantitative software is an asset
• Ability to read and write English is an asset
• Experience with USAID evaluations, assessments or research is an asset
• Familiarity with Feed the Future programs in Senegal is an asset
