CARE is seeking a Senior Advisor, Resource Mobilization and Fundraising to strengthen the financial sustainability of our development and humanitarian programs across Latin America and the Caribbean (LAC). About the Role
As Senior Advisor, you will lead CARE’s regional fundraising and resource mobilization strategy, expanding and diversifying funding sources to support both long-term development and humanitarian response. You will identify opportunities, cultivate donor relationships, and guide multi-country proposal development while building the capacity of CARE’s regional and country teams.
Your leadership will be key in ensuring CARE remains a trusted and innovative partner for governments, foundations, private sector actors, and development banks.
Key Responsibilities
Strategic Leadership in Resource Mobilization
- Design and implement a regional resource mobilization strategy that aligns with CARE’s global vision and regional priorities in development and humanitarian action.
- Work closely with Country Directors and Regional Leadership Teams to anticipate funding trends and position CARE as a partner of choice across the region.
- Provide guidance and leadership on CARE’s engagement in humanitarian crises, ensuring rapid and effective mobilization of resources when emergencies arise.
Donor Engagement and Partnerships
- Identify, prioritize, and build strong relationships with a wide range of donors and partners, including bilateral and multilateral agencies, philanthropic foundations, private sector actors, and development banks.
- Represent CARE at regional and international forums, networks, and consortia, raising visibility and creating opportunities for collaboration and funding.
- Lead efforts to establish innovative partnerships with corporate and non-traditional donors, positioning CARE as a leader in blended finance, impact investing, and social innovation.
Proposal Development and Coordination
- Oversee the end-to-end proposal development process, ensuring proposals are technically sound, aligned with donor priorities, and meet CARE’s quality standards.
- Facilitate multi-country and consortium proposal development, ensuring collaboration between country teams and external partners.
- Develop and implement standardized tools and processes (e.g., go/no-go frameworks, program quality checklists) to streamline and strengthen regional fundraising efforts.
Monitoring, Analysis, and Innovation
- Track and analyze funding pipelines, donor trends, and performance metrics across the region to inform decision-making and strategy adjustments.
- Introduce and promote innovative financing mechanisms that expand CARE’s funding base, such as resilience funds, blended finance, and impact bonds adapted to the regional context.
- Provide the Regional Leadership Team with evidence-based insights and recommendations for fundraising growth and diversification.
Capacity Strengthening and Institutional Alignment
- Design and deliver capacity-building initiatives for country and regional staff in resource mobilization, donor engagement, and proposal management.
- Foster a collaborative fundraising culture across country offices, encouraging knowledge sharing, peer support, and innovation.
- Ensure alignment and coordination with CARE’s global fundraising and donor engagement standards, working closely with headquarters teams to leverage global resources.
- Promote CARE’s values and commitment to gender equality and women’s empowerment in all resource mobilization efforts.

Required Qualifications:
- Bachelor’s degree in Management, International Relations, Economics, Social Sciences, or related fields.
- Master’s degree in International Development, Social Finance, Humanitarian Aid or similar is desirable.
- At least 10 years of professional experience, including 5 years in leadership positions in fundraising or international cooperation.
- Demonstrated knowledge of the Latin American and Caribbean context, including socio-political dynamics, key actors, and regional financing frameworks.
- Proven track record in the development of successful proposals for multilateral agencies (IDB, CAF, UNDP), bilateral agencies (e.g. AECID, GIZ), foundations and the private sector, in the fields of development and humanitarian aid.
- Strategic ability to build long-term relationships with diverse types of donors and social investors.
- Mastery of the complete cycle of proposal management and financing, as well as knowledge of innovative financial instruments.
- Excellent written and verbal communication skills, and storytelling, adapted to institutional, technical and corporate audiences.
- Experience leading processes in multicultural, collaborative and decentralized environments.
Preferred Qualifications:
- Complete professional proficiency in Spanish and English. Command of French is desirable.
