CDM Smith currently has an exciting opportunity for an experienced Subcontract Manager to join our Federal Services Unit in our Fairfax, VA office.
As a member of this team, you will contribute to CDM Smith’s mission by supporting global project teams on the subcontracts, procurement, management, and closeout of a variety of contract documents that will include: non-disclosure agreements, teaming agreements, subcontract agreements, and consulting agreements.
Specific duties will include:
- Collaborating with senior leadership and/or functional management to gather requirements for domestic and international procurements including planning of workterms and conditions, and coordinating country specific requirements.
- Managing the procurement contract request for proposal (RFP) process, which includes: issuing invitation for bids, requests for proposals, reviewing vendor proposals for alignment with RFP(s), making recommendations to senior leadership and/or functional management on vendor selection, negotiating terms and conditions, and executing final agreements.
- Manages, reviews and negotiates procurement contract terms, conditions of solicitation, team agreements, subcontracts, and other related procurement agreements. Ensures contract final terms and conditions meet firm policies and procedures requirements. maintain a subcontract database, and closeout.
- Manages and administers global subcontracts as necessary. Performs reviews and audits of contract execution including invoicing errors, compliance with policies and procedures, and compliance with terms and conditions.
- Responsible for the creation, management, and monitoring, escalation and resolution of purchase order forms and purchase orders. Reviews escalated purchase order issues as necessary and ensures resolution of all purchase order issues in a timely fashion. Managing the purchase order process including escalation of issues to ensure timely resolution.
- Ensuring compliance with Contracting Purchasing System Review (CPSR) as well as local purchasing through the Local Currency Report system (LCR).
- Maintain automated subcontract files
- Adhere to Small Business Subcontracting Plans
- Review Subcontractor exceptions to our Agreement Template(s), provide recommendations for risk identification and mitigation, and, engage in expert negotiations to resolve
- May manage day to day activity of procurement staff members. Provides feedback on performance appraisals. Manages the development and training of staff.
Minimum Qualifications
- Bachelor’s degree.
- Minimum of 7 years progressively responsible experience in procurement, contract negotiation, subcontract administration or related discipline. 2 years staff management experience.
- Knowledge of the Federal Acquisition Regulations (FAR).
- Demonstrated experience with the interpretation and application of complex federal regulations and agency regulations.
- Knowledge of typical industry policies and procedures related to regulations applicable to contracts, cost estimating and pricing, procurement, and good business practices.
- Knowledge of IDIQ, CPFF, FFP, T&M subcontracts.
- Excellent written and verbal communication skills.
- Excellent analytical and negotiation skills.
- Previous experience working with an ERP system for subcontracts purposes.
- Proficient in Excel and MS Office word processing abilities, and attention to detail.
- Demonstrated ability to follow standard practices and procedures, receive general instruction and supervision on work progress, and make significant contribution to end results.
- Ability to work on one or more projects simultaneously and provide support to proposals.
- Ability to work independently and as part of a team.
- Demonstrated resourcefulness in problem-solving and initiative to learn new skills.
- Willingness to work outside of normal business hours to support global teams.
Preferred Qualifications
- Master’s degree.
- Experience with Environmental and Construction subcontracting.
- Experience with Oracle.
- Experience with USAID and EPA contracting.
- Experience with USAID’s FAR Supplement (AIDARs).
- Experience with FIDIC based subcontracts.
