Supply Chain/LMIS Advisor (Ethiopia)

Job Description

• The supply chain/LMIS advisor will provide technical leadership on supply chain management and institutional strengthening.
• Assist with the management of ongoing procurements, as well as lead all interventions under the program’s supply chain component.
• Design and implement an improved book supply chain within the Ethiopian Federal Ministry of Health.
• Provide ongoing technical support to the Ethiopian Federal Ministry of Health and federal agencies (e.g., the Pharmaceuticals Fund and Supply Agency (PFSA) and the Ethiopian Food, Medicine, and Health Care Administration (FMHACA)) to support the health staff.
• Provide updated technical information on supply-chain to implementing partners. Respond to requests from stake-holders, such as Non-Government Organizations, health care organizations, and medical/public health professionals, for information and technical assistance on supply-chain programs and strategies.
• Work with partners to promote the dissemination of appropriate messages and design innovative approaches to enhance and strengthen supply chain in Ethiopia.

Qualifications:

• Bachelor’s degree in nutrition, public health, social sciences, international development, or a related field desired.
• At least 8 years of technical and/or management experience in international humanitarian or development projects in public and/or private sectors.
• Demonstrated capability in Healthcare supply chain analyses, and a facility to apply these in developing country environment.
• Strong analytical skills, with an ability to think logically; derive strategic, executive insights from detailed analysis; use mature, discerning judgment; and promote positive change.
• Diplomacy and ease working within an international community and in diverse cultural settings.
• Excellent English language skills. Knowledge of Amharic is desirable.

About the Organization

The QED Group is seeking a Supply Chain/LMIS Advisor for a USAID Ethiopia Health Information Systems (HIS) project to support USAID/Ethiopia in providing technical assistance and other services for the implementation of the Electronic Health Information Systems (eHIS) Activity. The project is aimed to support the Government of Ethiopia (GOE) to improve the quality of health service and create a sustainable health care system through use of data for decision making and for providing similar services and deliverables to other countries in Africa or to respond to a crisis in Ethiopia.

The Supply Chain Advisor will provide technical and strategic leadership for the project. He/She will have overall responsibility for the implementation of the project’s activities and supervision of the project’s personnel for supply chain related activities.

He/She will monitor the supply chain MIS which will include end-to-end commodity visibility from suppliers down to patient dispensaries. This includes an established culture of data driven decision making at all agencies and levels, including improved business processes to create and accommodate generation of quality data its use, and predictive analytics where appropriate.
