Job Description

Objective of the Programme

DAI is seeking a senior-level management professional as Team Leader (Programme Manager) to build upon the successful £41 million DFID-funded Land Investment for Transformation Programme (LIFT) in Ethiopia.

LIFT has been developed by DFID and the Government of Ethiopia with the objective of improving the incomes of the rural poor, through support to the Government of Ethiopia in the implementation of second level land certification covering 14 million parcels, and introduction of sustainable land administration systems. A complementary component will use the Making Markets Work for the Poor (M4P) approach to leverage the economic benefits of increased tenure security. Currently in its second year of implementation, the LIFT programme is expected to be completed by 2020.

Scope of Work:

The Team Leader (PM) will be responsible for the overall delivery of the programme, coordinating the efforts of an established team of national and international experts, and a large team of over 1000 field implementation staff. The Team Leader will ensure that the LIFT programme’s ambitious targets are met, and that value for money is achieved. He or she will report to the DAI project director based in the UK and to DFID Ethiopia.

The ideal candidate will have a track record of successfully leading large, complex projects and programmes, supporting beneficiary governments as the main implementers. He or she will have strong process management skills, attention to detail, and the ability to manage large multi-disciplinary teams. Demonstrable understanding of land projects is highly desirable.

Qualifications and Experience:

  • Bachelors degree in, engineering, management, land administration, law, public administration, business administration, accountancy or other relevant field.
  • At least 10 years´ experience in developing countries in the management of large, complex projects with large, complex field operations components, preferably of a lands or and related nature;
  • At least 10 years’ experience in the leadership and management of large, multi-disciplinary teams;
  • A sound understanding of and familiarity with international development programme delivery requirements and working with DFID or similar organisations;
  • Demonstrable experience of resource management, cost control, project planning and reporting against performance indicators within a development context.

Skills:

  • Strong leadership skills, and an ability to build and manage teams of specialists in a multi -disciplinary environment, and manage their performance;
  • Skills in communicating orally and in writing with a range of stakeholders, including senior Government officials and development partners, as well as at the local regional level;
  • Client focused approach for delivery of results and quality contract management;
  • Strong programme management skills with a good eye for detail, process and quality assurance;
  • Excellent financial management expertise;
  • Fluent English, with strong writing and editing skills.

Desirable:

  • Thorough knowledge and experience of land administration system development, land registration, public engagement and working at community, regional and national levels;
  • Knowledge of land-associated economic growth and African (particularly Ethiopian) private sector, land titling and political economy issues;
  • Understanding of market systems, including making markets work for the poor methodologies an advantage;
  • Experience of working in Ethiopia;
  • Master’s degree or MBA.
