Port Moresby,Papua New Guinea based role for the Incentive Fund 5 Program

Program Background

The Incentive Fund is a flagship program for the Australian Government that has delivered critical infrastructure to under-served communities across Papua New Guinea (PNG).

The Incentive Fund 5, which commenced in July 2023 and will run for an initial four years, representing the next phase of Australia’s long-term investment in essential social and economic infrastructure in PNG, through a mechanism that has established its development effectiveness over two decades of operations. As with previous phases, the Incentive Fund 5 will deliver a competitive and high-quality grant finance mechanism that provides an incentive for communities to engage more purposefully and effectively in development.

The governance arrangements for the program include the Incentive Fund Board, which will provide strategic leadership and direction to IF5, particularly proposal assessment and awarding of grants. The Board consists of senior executive representatives from DFAT and the Government of PNG, as well as independent members from across business, government and civil society.


The Role

The Deputy Team Leader is a key member of the leadership team. The Deputy Team Leader will work collaboratively with the Team Leader and DFAT to contribute to the strategic direction and overall management of IF5. The Deputy Team Leader will oversee the operations functions of the program, along with the capacity strengthening and Gender, Disability, Social Inclusion and Safeguards teams.

About You

  • Experience in senior level program management, preferably including knowledge and experience of Australian Government (specifically DFAT) financial management, human resource and personnel management, procurement and contracting (Commonwealth Procurement Rules) reporting requirements, sound understanding of risk management and social and environmental safeguards.
  • Proven experience in managing and empowering large, culturally diverse teams and a high degree of cultural competency.
  • Strong commitment to professional development of all team members, especially locally engaged staff.
  • Proven experience in building and maintaining effective relationships within complex team structures and with external stakeholders in cross-cultural contexts.
  • Significant experience with overall responsibility for financial management, accounting and reporting for a complex or medium-large sized professional enterprise, government agency or donor-funded activity
  • Knowledge of sound human resources practices, including recruitment and contracting processes, performance management and with the ability to quickly grasp Government of Papua New Guinea and DFAT requirements and expectations
  • Excellent verbal and written English communications skills, including the production of high-quality outputs.
  • Demonstrated strong work ethic, professional conduct, sound judgement and ability to exercise nuanced diplomacy, finesse and tact when dealing with a range of stakeholders including senior client representatives and government officials
  • Experience working in the Pacific region in a similar or related capacity
  • Proficiency in Tok Pisin desirable.
