Job Description

Roads in the East of the DRC Phase 2: Monitoring and Evaluation, Environmental and Social Management and Maintenance


The Monitoring and Evaluation Service Provider (MESP) will provide a range of monitoring and evaluation services along four priority strategic roads (approximately 500km) in South and North Kivu during the construction phase as works are implemented by IPE Global and UNOPS.

MESP will design and implement Social and Environmental Management Plans (SEMPs) to monitor and mitigate the long term and indirect impacts of the roads. M&E activities will include developing a methodology for carbon footprint and road safety monitoring and ensuring IPE and UNOPS implementation of these, and monitoring their mitigation measures for short term and direct impacts of the roads. The programme will also monitor the roads contribution towards the MONUSCO’s ISSSS stabilization strategy for the Eastern DRC.

There will be a four month Inception Phase to develop and trial methodologies and to revise the programme logframe and design a baseline study.

Experience & Qualifications

Team Leader/M&E Specialist


The Team Leader/M&E Specialist will lead a four person team during the four month Inception Phase of the programme, with overall responsibility for client liaison and delivery of a full Implementation Phase approach, methodology and work plan.

During the two year Implementation Phase the selected candidate will provide oversight, strategic direction and QA to the national team based in Bukavu.

Responsibilities and Deliverables:

  • Review and revise the project ToR.
  • Development of the inception plan based on the project ToR.
  • Delivery of the project Work Plan
  • Review and revise the overall project logframe in conjunction with IPE and UNOPs.
  • Design a data collection and quality assurance strategy.
  • Responsible for project reporting to the client and delivery of project outputs.
  • Oversee the design of the SEMPS.
  • Design of the project baselines and to insure the correct data capture methods are adopted for the programme.
  • Manage the relationship with DfID and other project partners especially IPE and UNOPS.

Essential Experience/Attributes:

  • A thorough understanding of evaluation approaches.
  • At least 5-10 years’ experience in team and programme management preferably with an M&E focus.
  • Proven track record in M&E programme design and implementation.
  • Fluent French speaker

Preferred Experience/Attributes:

  • Proven experience of DfID M&E practices and logframes.
  • At least 5-10 years of working in Africa; preferably in the DRC or conflict regions.
  • Detailed experience in developing project baselines.
  • Designed and undertaken evaluability studies for development programmes.
  • A good understanding of DfID Theory of Change strategy and how this is interwoven into programme design and implementation.
  • A good working knowledge of infrastructure programmes desired.

Further Information:

The assignment will be for a period of four months full time in Kinshasa (with visits to Bukavu), then 1 month per quarter in Kinshasa/Bukavu for the following 1.5 years. The project is envisaged to start between November 2013 and January 2014.
