POSITION SUMMARY:
Project HOPE leads and implements global health programs and responds to humanitarian emergencies to reach the neediest populations at both global and domestic levels. Our primary mission is to place knowledge, skills, and the necessary tools in the hands of local healthcare workers to save lives across the globe.
The Technical Advisor for HRH will contribute to achieving Project HOPEs mission through providing technical leadership and oversight of our global strategy, including the development and implementation of national HRH plans and policies, improving the quality of training as well as increasing the production of health workers, improving the quality of education by instructors in local training institutions, and increasing the retention of trained health workers through a more conducive learning environment for patient care and professional development. While nursing is the top priority, the different cadre to benefit may also include doctors, clinical officers, midwives, community health workers, public health workers, and specialists where indicated. The Advisor will also support the Business Development (BD) team to identify new opportunities for partnerships and funding in order to increase our HRH portfolio. They will also identify opportunities for all PH programs to include a component of HRH and capacity strengthening to improve the delivery of specific health services. These will include reproductive, maternal, newborn, child and adolescent health (RMNCAH), infectious diseases such as HIV/TB, response to disease outbreaks and epidemics, and non-communicable diseases (NCDs). This will include a component of task-shifting such as nurses to deliver care and treatment at a level previously fulfilled by a medical doctor or other health worker. Examples include neonatal intensive care, HIV testing, pre-exposure prophylaxis against HIV infection, antiretroviral therapy, emergency surgery including Caesarian sections, mental health, and other specified interventions that improve access of patients to life-saving care and treatment that would otherwise not have been available. The scope of work will also encompass a one-health strategy towards health workforce development to prevent epidemics. The advisor will also need to have strong presentation and teaching skills as a mentor to counterparts in LMICs.
As a member of the Technical Unit, they play a significant leadership role in the development and implementation of global health workforce strengthening strategies including curriculum development in, and collaboration with program staff in the Washington, DC, headquarters (HQ), and country field offices. The Technical Advisor will also play a leading role in the development of partnerships between training institutions in high-income countries and low middle-income countries (LMICs) for transfer of skills, twinning relationships, and south-to-south collaborations.
PRINCIPAL RESPONSIBILITIES:
- Provides leadership, technical expertise, and recommendations for organizational strategy development and support that are consistent with WHO’s Global Strategy on Human Resources for Health: Workforce 2030
- Develops relationships with academic departments and individual academic faculty from international and local universities, academic leaders, representatives from professional associations, Ministries of Health and/or Education, WHO, etc to advance HRH projects at a high technical standard of expertise and using the latest evidence-based approaches to health worker training at both the pre-service and in-service levels.
- Develops twinning relationships between counterparts and institutions in LMICs with both north-south to south-south models in order to advance HRH.
- Develops Scope of Work and site preparation for Project HOPE volunteer educators in specified countries.
- Supports development of new training programs including preparation of funding proposals, assistance with national HRH policy development, curriculum development, faculty training, skills labs, clinical teaching sites, and regulatory/professional agencies such as nursing councils, associations, and boards.
- Leads the writing process for HRH sections of proposals, project workplans (including for field support), and ensures alignment with system strengthening strategies and technical approaches.
- Contributes to the development and review of program reports and technical deliverables for submission to donors at the field/global level.
- Supports monitoring of HRH activities through mentoring field and country teams to ensure adherence to project objectives and technical approaches.
- Leads the development/adaptation of HRH development tools and resources as required.
- Provides innovative systems strengthening solutions to program implementation, including virtual training approaches and technology.
- Provides technical leadership and guidance on organizational development for local organizations to comply with donor rules and regulations.
- Provides guidance towards achieving program performance goals.
- Provide oversight to the development and implementation of HRH capacity building plans based on organizational assessments.
- In collaboration with the monitoring, evaluation, and learning (MEL) unit, monitors and tracks outcomes and results of capacity building interventions and uses this information to improve project performance.
- In collaboration with the business development unit, provides input to proposals and concept notes, including serving as lead technical design, for new funding opportunities relevant to areas of expertise.
- Provide budget inputs and cost analysis for new proposals and program opportunities.
- Regularly engages and consults with partner networks and relevant stakeholders to develop learning opportunities and share information on capacity development interventions.
Program Support
- Provide technical leadership in baseline assessments of local HRH needs, current policies and guidelines, institutional capacity, and relevant local professional bodies.
- Provide technical support to program management for development, implementation, and monitoring of HRH projects to achieve programmatic, financial, and administrative goals while ensuring that project resources are utilized by donors and Project HOPE policies and procedures are followed.
- Contribute to the development and management of project monitoring and evaluation activities, ensuring that quality data is available for documenting and reporting successes, strategic decision-making, and future program development.
- Define and acts on tasks, participates in planning, supports professional development, conducts performance reviews, and motivates staff to improve work performance and employee satisfaction.

MINIMUM QUALIFICATIONS:
- The ideal candidate for this position is a nurse educator/clinician prepared at the MSN or PhD level with experience in multiple levels of training ranging from in-service to university advanced degree education.
- MD, RN, PhD, Master’s degree or equivalent experience in education, public health, international health, or a related field may also suffice.
- Clinical experience, including training of health workers, either domestic or international, a plus.
- At least 8 years of relevant international HRH systems strengthening experience in a technical advisory or management role, preferably in Africa, successfully managing related programs.
- Strong technical and advisory experience in aspects of HRH and Capacity strengthening.
- Good understanding of HRH capacity development methodologies.
- Ability to establish and build strong internal and external relationships.
- Experience developing proposals, strategic work plans, and budgets.
- Must be able to train and mentor others on relevant health and organizational development topics.
- Ability to present to large and small audiences.
- Excellent interpersonal and cross-cultural communication skills.
- Must be able to travel approximately 20% of the year.

U.S. based salary range starting at $90,000 USD per year. Compensation for the role is dependent on several factors including a candidate’s qualifications, skills, and experience.
