Position Overview

The Welfare Officer will collaborate closely with service providers, including Australian and PNG universities and Australia Awards PNG, to deliver pastoral care and ensure a positive study experience for PNG scholars, particularly those in NCD and visiting Port Moresby. Responsibilities include identifying, monitoring, and addressing scholars’ needs in line with Short Courses policies, with additional support for individuals with disabilities or those at risk. This short-term advisory role, lasting until June 2027, involves full-time availability during short courses (typically two to four weeks), including after-hours support. Successful candidates must complete training in Gender Equity, Disability, Social Inclusion (GEDSI), Preventing Sexual Exploitation, Abuse and Harassment (PSEAH), Child Protection, and Welfare Management.

This is a casual pool position. A number of Welfare officers will be appointed, with opportunities to work on some of the 20 short course offered annually.

Key Responsibilities:

  • Manage daily administration and logistics to ensure smooth Short Course delivery.
  • Coordinate with service providers for venues, catering, and suppliers as needed.
  • Communicate promptly with Short Courses teams on delivery, participation, or supplier issues.
  • Maintain a safe and secure learning environment at all times.
  • Build and sustain effective relationships with service providers aligned with AAPNG goals.
  • Provide guidance to address academic, welfare, and risk issues per Short Courses policies.
  • Monitor scholar attendance and follow up on absenteeism directly.
  • Lead welfare interventions and risk mitigation, escalating critical incidents appropriately.
  • Conduct regular welfare checks and ensure a 24-hour emergency hotline for scholars.
  • Collect and report accurate data on academic and welfare issues, providing updates to the Short Courses team.

Selection Criteria:

  • Relevant qualification in psychology, counselling, human resources, education, project management, or equivalent.
  • Minimum two years’ experience in student mobility, international education, scholarship programs, or student counselling and pastoral care.
  • Experience with DFAT-funded programs, particularly scholarships, and strong cross-cultural interpersonal skills.
  • Demonstrated knowledge of Papua New Guinea and proficient English communication, both written and verbal.
