UNAIDS, the Joint United Nations Programme on HIV/AIDS, has been facing funding shortfalls that are souring its relationship with its U.N. partners, and raising questions about its work.
Overall HIV funding from donor governments has declined, diminishing the resources shared between the UNAIDS secretariat and the 11 U.N. agencies that serve as program cosponsors.
A recent UNAIDS secretariat assessment found that funding allocations have become a source of tension as the secretariat receives a larger share of the entity’s core funding. The secretariat’s global advocacy work has also been frowned upon. The assessment found that donors and cosponsors feel it goes beyond HIV, leading to accusations of “mission drift,” and overlaps with other U.N. agencies’ work.
