    Interactive: How USAID plans to spend $25.6B in the coming months

    The U.S. Agency for International Development has $25.6 billion to spend in the coming months — a size bigger than the aid of most DAC donor countries. But how does the agency intend to spend its money?

    On March 26, the U.S. Agency for International Development held its second quarterly business forecast call for the fiscal year 2024. Among the talking points were staffing, new mechanisms under the New Partnership Initiative, and the Biden administration's budget request for foreign aid. A day after the call, the agency shared a final list of its current opportunities for the quarter. Devex analyzed the data to see changes from the previous forecast and identify what the agency will prioritize in the coming months. USAID also maintains a portal of its forecast contracts. The portal gets updated daily and may, therefore, contain slightly different information to this piece. Overall, the latest data shows that USAID has 240 opportunities in its forecast this quarter, with a maximum budget allocation of $25.6 billion. In real terms, this is nearly $4.8 billion, or 15.7%, less than the forecast from the same quarter in the previous fiscal year. What’s new in the pipeline? Our analysis shows that of the 240 opportunities, 150 contracts, worth $19.3 billion, were also included in the previous forecast. Among these are the NextGen contracts, USAID’s flagship program on the global health supply chain, currently worth $10.6 billion. Of this, 61 contracts, worth around $3 billion, will be procured in USAID missions, while nine contracts, worth nearly $2.7 billion, will be procured in Washington. For the rest of the opportunities, worth $652.2 million, USAID has not specified yet their place of procurement. Among USAID missions, the biggest sum will be spent in Central Asia, worth $335 million for three opportunities — $300 million for the procurement of technical services in the energy, water, and trade sectors, $25 million for a regional approach to ending tuberculosis, and $10 million to support civil society and human rights activities in the region. Senegal, Zambia, and Nigeria missions will also spend significant amounts, worth $300 million each. Among USAID’s offices and bureaus, the Office of HIV/AIDS has the biggest forecasted budget, worth $2 billion for two contracts — $1 billion for the Integrating HIV Services into Primary Health Care, or INTEGRATE project, and another $1 billion to promote health equity, support the 95-95-95 HIV targets, and control the HIV epidemic. The Office of Health Systems ranked next, with $500 million for the health systems strengthening integrated design. Then the Bureau for Resilience, Environment, and Food Security, with $179.1 million for five contracts, the Bureau for Latin America and the Caribbean, with $170.9 million for six contracts, and the Bureau for Democracy, Human Rights, and Governance, with $101.1 million for four contracts. Which opportunities are out? Based on our findings, USAID delisted 64 opportunities, worth $8.3 billion, from its recent forecast. The agency typically removes opportunities for three reasons: a contract has been awarded, the opportunity has been halted, or funding is no longer available. The biggest is a NextGen contract, which again will be discussed separately. Another delisted large opportunity is the Energy IDIQ III — USAID’s $1.5 billion global contracting mechanism for energy sector programs. Earlier this month, USAID released a request for information, or ROI, notice related to the Energy IDIQ III. An ROI is not a tender announcement, but it typically means that the agency is already sourcing information among potential bidders before it formally releases a call. USAID also scheduled a pre-bidders conference call for the Energy IDIQ III on April 9. As we have noted in our previous analyses, it is also common for contracts to temporarily exit the forecast whenever they are being updated. If the process takes more than a quarter, then it could make it appear that the opportunity has already been removed from the pipeline. For this quarter, we identified two opportunities, worth $11 million, that were previously delisted but were readded in the recent forecast. This includes a fire protection system upgrade in Egypt, worth $1 million, and the Access to Education Project, or A2E, in Senegal, worth $10 million. What’s new with NextGen? NextGen still accounted for the largest portion of USAID’s forecast. The TA Marketplace, worth up to $500 million, and Strategic Risk Management, worth $50 million, remain delisted. The anticipated award dates for four NextGen contracts were pushed back further: • PSA HIV, worth up to $3 billion — from Dec. 31, 2024, to March 31, 2025. • Integrated PSA, worth up to $3 billion — from Dec. 31, 2023, to May 31, 2024. • PSA Diagnostics, worth up to $2.8 billion — from May 29, 2024, to Dec. 27, 2024. • QuTI, worth up to $300 million — from May 24, 2024, to June 30, 2024. Early this year, the CompTA contract was awarded to a pool of seven organizations — Bixal Solutions, Chemonics International, DAI Global, Guidehouse, JSI, Management Sciences for Health, and the Panagora Group. Originally worth up to $2.5 billion, the final contract price was set at $2.2 billion. This is the largest contract to be delisted in the forecast. Finally, there were no changes around In-country Logistics, or ICL, which is worth up to $1.5 billion.
