    Transparent data are essential in determining the success of a health program. That is what's lacking with the U.S. President's Emergency Plan for AIDS Relief, says Laurie Garrett, senior fellow for global health at the Council on Foreign Relations. Although PEPFAR has data on the number of people receiving treatment, it offers no information on how the money was spent, she notes.
