Top global development employers in Portugal: A primer
<p>Portugal has a small but dedicated community of development professionals; most of the top aid groups are located in Lisbon. Here’s a list of the country’s main development aid implementers.</p>

The Portuguese Development Agency, or IPAD, allocates its resources for development cooperation via framework contracts. IPAD neither publishes tenders nor partners with the private sector. Every May, IPAD hosts the Portuguese Development Days. CESO CI Consultores Internacionais is the most important among the handful of companies participating in international bids. Other relevant consulting companies include Ogimatech, SNEDE, Mundi Servicos and Mercal. The Plataforma Portuguesa das Organizações Não-Governamentais para o Desenvolvimento, or ONGD, is part of the European development NGO association Concord and features 69 NGOs. Most Portuguese organizations focus on Portuguese-speaking countries such as Brazil, Cape Verde, Angola, Mozambique, Guinea-Bissau and East Timor. Here are some of Portugal’s leading organizations implementing development aid projects around the globe: Associação para a Cooperação Entre os Povos To enhance cross-cultural dialogues, ACEP tackles issues such as racism, migration, gender and development, human rights and participatory democracy. CESO CI CESO CI is a consultancy whose technical assistance focuses on economic, social and organizational development. Legally established in 1991, it grew out of a cooperative company established in 1982 by a group of leaders from the academic, business and government sectors. Instituto de Soldadura e Qualidade ISQ is the largest Portuguese technical inspection and tests organization. Founded in 1965, it offers technical inspection, training and consultancy services, supported by research and development activities and by accredited laboratories. Offices, delegations and associated companies are in Angola, Algeria, Brazil, China, Cuba, Spain, French Guiana, Iran, Mexico, Norway and Turkey. Instituto Marquês de Valle Flôr The NGO promotes socio-economic and cultural development in Portuguese-speaking countries, focusing on health, education, income-generating activities, integrated rural development, food security, infrastructure, the environment, institutional reinforcement, gender and human rights. Mercal A consultancy founded in 1996 that focuses on global management, marketing, corporate finance, process management and management integrated systems, new information technologies, and investment projects and financing. Mundi Serviços Mundi Serviços helps to strengthen public and private institutions through a variety of management consulting and training services on issues such as human resource development, economic development and public sector reform. Ogimatech Portugal The consulting firm, formerly known as PARTEX-CPS Group, works with a variety of organizations to boost economic and private-sector development around the globe. Oikos Founded in 1988 in Portugal and based in Oeiras, Oikos Cooperation and Development is a nonprofit with a staff of more than 100 and more than 650 regular and temporary volunteers. It focuses on public health, water and sanitation, food safety and sustainable livelihoods, climate change and civil society engagement. Sociedade Nacional de Empreendimentos e Desenvolvimento Económico SNEDE was founded in 1976 by a group of multidisciplinary experts with experience in macro and micro economic studies, economic development, and the management and organization of public and private companies.
